I am translating an article about a new bill which was passed in Berlin to regulate the property market and I'm struggling with this sentence: "Es wurde die Fassung der Vorlage vom 11.06.2013, aber unter Berücksichtigung eines Änderungsantrages, angenommen."
I do understand the meaning but I have no idea how to convey it in English. I rendered the sentence with "The version of 11 June 2013 was adopted, after consideration of an amendment", which is ugly and possibly incorrect, but I can't seem to get out of this swamp.

"Unter Berücksichtigung" doesn't mean "having considered" here - it means they considered it, and then adopted it. In other words, berücksichtigen refers to the bill - it means it takes account of, or incorporates, the amendment.
And you don't need to say "motion to amend". In politics, an amendment is not just the result of the change, it's also the proposal that the amendment be made in the first place. For example, you can say "the member of parliament submitted an amendment". This is confirmed by the third defininition in my dictionary reference below.
