Comment: Since the French only gives "entreprise des postes"...not the correct, complete name, the English may use the lower case "postal agency", in my humble opinion. This is an "unofficial" name of the agency.

Discussion
I don't think it's just the Postal Agency, I kept coming up with complex organizations, but all of which always include Telecommunications. I do like Jean-Charles' response. Thanks to both of you for your responses.
