Yes, if for the U.S. or Canada, I would use district. Other countries I'm not too sure, but I suspect it would be understood in Britain and other English speaking countries.

For me my district would be Ponta Delgada i think. cause i was bron in azores (portugal) so i was born freguesia de Sao jose, ponta delgada ilha de sao miguel acores. |
so on the bc that whole part says lugar e freguesia de Faja de baixo rua do xxx n. xx , concelho de ponta delgada. and in ennglish i have it to district and parish of Fajã de baixo, Rua do xx number xxx, municipality of Ponta Delgada. |

You are right, South Mountain is in the Southeast Region of Allentown, and it's the Borough of South Mountain! Thank you for refreshing my memory!
