Prohibitive works here as well as for "tarifas antieconómicas". But if you prefer not to use the same word twice, you could perhaps use "proscriptive", "excessive", "exorbitant" - even perhaps "extortionate" - or some other alternative to avoid repetition. Out of these, "proscriptive" is closest to the ST meaning, but also, imo, sounds the least natural
