El Plan binacional para la recuperación de poblaciones de tortuga lora tiene como fin la conservación del hábitat natural y poblaciones de tortuga lora (Lepidochelys kempii), una de las ocho especies de tortuga marina del mundo que se encuentra en peligro de extinción. La especie anida principalmente en la costa de Tamaulipas y Texas. En la iniciativa participan varias organizaciones de México y Estados Unidos, dedicadas a la protección del medio ambiente. Son las siguientes:
En México
- Secretaría de Medio Ambiente y Recursos Naturales (Semarnat), por medio de la Comisión Nacional de Áreas Naturales Protegidas (Conanp), órgano desconcentrado creado en el año 2000. Su objetivo es conservar el patrimonio natural de México y los procesos ecológicos, incluida la conservación de especies en peligro de extinción.
- Procuraduría Federal de Protección al Ambiente (Profepa) es otro órgano desconcentrado de la Semarnat, creado en 1992, con el encargo de preservar el ambiente en México, y de la inspección y vigilancia del cumplimiento de leyes para la protección ambiental.
En Estados Unidos
- National Oceanic and Atmospheric Administration (NOAA), por medio del National Marine Fisheries Service (NMFS), es una agencia federal creada en 1970 dependiente del U.S. Department of Commerce. NMFS es responsable de la protección de la vida marina y su hábitat dentro de la zona económica exclusiva de Estados Unidos.
- U.S. Fish and Wildlife Service (USFWS) es una agencia federal, creada en 1940, dependiente del U.S. Department of the Interior. Su objetivo es conservar y proteger la fauna, vida marina y hábitats naturales de Estados Unidos.
- Gladys Porter Zoo (GPZ) es un parque zoológico de Brownsville (Texas), creado en 1971. Entre sus misiones se halla la conservación de especies en peligro de extinción en su hábitat natural.
Junto con éstas colaboran otras instituciones públicas y privadas de nivel estatal y local, como el gobierno del estado de Tamaulipas y el Ayuntamiento de Soto la Marina (Tamaulipas).
Por otra parte, Semarnat y USFWS han suscrito otros planes binacionales de conservación de especies en peligro como el ocelote, el lobo gris mexicano y el cóndor de California.

The Binational Recovery Plan for the Kemp’s ridley sea turtle populations is aimed at preserving the natural habitat and populations of the Kemp’s Ridley sea turtle (Lepidochelys kempii), which is one of eight endangered species of sea turtles in the world. The species nests mainly on the coast of Tamaulipas and Texas. Several organizations from Mexico and the United States that are dedicated to environmental protection participate in the program. They are the following:
In Mexico:
- The National Commission of Natural Protected Areas (Conanp), part of the Environment and Natural Resources Ministry (Semarnat), is a decentralized agency created in 2000. Its goal is to preserve Mexico’s natural heritage and ecological processes, which include preserving endangered species.
- The Federal Attorney’s Office for Environmental Protection (Profepa) is another decentralized Semarnat organization created in 1992. Its task is to preserve Mexico’s environment, make inspection, and enforce environmental protection laws.
In the United States:

Along with these organizations, other public and private institutions at the state and local level worked together, such as the Tamaulipas state government and the town of Soto la Marina (Tamaulipas).
