Translation - English Foreword Regulation on planning and investment is one of the important areas that the Party and State pay much attention to. In the past years, the regulation of investment and construction – e.g. weaknesses in the management of investment and construction in industries and local governments, leading to huge losses in investment that should be detected and overcome in order to increase investment efficiency - has become the hot point, attracting the attention of the whole society. The Investment and Planning Inspectorate has made its way to the world with the purpose of dealing with the above situation. Being a newly established organization that is coping with many difficulties in connection with the staffing, professional skills, working experience, and in order to help Central and Local Investment and Planning Inspection Organizations master fundamental issues in investment and planning inspection activities, the Inspectorate of the Ministry of Planning and Investment has presumed to edit “Planning and Investment Inspection Handbook”. For the time being, this handbook only focuses on some important and urgent issues in investment and construction inspection, leaving other issues for further study and supplement in the next editions. Regulations on state-funded capital construction investments are specified in Decree No. 52/1999/N§-CP, Decree No. 12/2000/N§-CP, and Decree No. 07/2003/N§-CP; Regulations on tendering are specified in Decree No. 88/1999/N§-CP, Decree No. 14/2000/N§-CP, and Decree No. 66/2003/N§-CP. Planning and Investment Inspection Handbook was edited on the basis of general regulations on inspection; and at the same time, summarizing practical experience through construction investment inspections, audits, and consultancy, , drawing lessons from countries in the world. Planning and Investment Inspection Handbook is not only a professional document necessary for Planning and Investment Inspection officials, but also helping officials of Planning and Investment Industry and organizations and businesses carry out self-inspection and self-audit in order to observe laws and regulations, putting state regulations activities related to planning and investment into order for the sake of national industrialization and modernization. Source text - English Next Generation Networks 1.0 Introduction Intense competition is expected in the information networking arena over the next 5-10 years. As the competition increases, it will be essential for companies to position themselves appropriately to take advantage of their core competencies and to prepare for the emerging telecommunications environment. In this competitive environment, mergers, alliances, and the onslaught of new entrants into the market have service providers struggling to find innovative ways to retain and/or attract the most lucrative subscribers. Today’s service providers are striving to differentiate themselves within this expanding competitive landscape by searching for ways to brand and bundle new services, achieve operational cost reductions, and strategically position themselves in relation to their competition. As Figure 1 illustrates, the top 15% of today’s residential subscribers in the US are said to account for about 95% of carrier profits! Thus, many service providers are looking to Next Generation Network (NGN) services as a means to attract and/or retain the most lucrative customers. While this paper is not intended to describe NGNs in detail, it may be helpful to provide a brief, high-level definition of what an NGN is to help set the stage for the remainder of the paper. Crimi Telcordia Technologies / Next Generation Networks this paper, an NGN can be thought of as a packet-based network where the packet switching and transport elements (e.g., routers, switches, and gateways) are logically and physically separated from the service/call control intelligence. This control intelligence is used to support all types of services over the packet-based transport network, including everything from basic voice telephony services to data, video, multimedia, advanced broadband, and management applications, which can be thought of as just another type of service that NGNs support. From a user’s perspective, today’s networks have come a long way in fulfilling their purpose of enabling people and their machines to communicate at a distance. However, a key critical success factor (among many) is focused telecommunications industry attention on NGN service concepts and how these concepts can be realized in an NGN environment, from the edges to the core of the network. This focus is lacking today, with most of the attention on specific NGN technology issues. For example, what type of access will be supported (e.g., Hybrid Fiber Coax [HFC], Asymmetric Digital Subscriber Loop [ADSL], wireless, others)? How will the backbone transport network be designed (e.g., based on Internet Protocol [IP], Asynchronous Transfer Mode [ATM], others)? How will operations and management be handled in this new environment? Although these are all critical questions, we believe the most important issues to be addressed relate to NGN services and how they can be realized in an NGN environment. Common industry understanding of an NGN services vision will help crystallize the requirements for each of the technology issues, as well as identify areas where industry cooperation is needed. This White Paper addresses three critical questions: • Why are NGNs important for service providers? • What are the important trends, characteristics, and services in an NGN environment? • What attributes should a Next Generation Service Architecture possess? 2.0 NGN Value Proposition for Service Providers The Internet community is already well on its way to handling all of our emerging and new service needs. Their solution is simple…with advanced CPE such as PCs, smart phones, set-top boxes, etc., much of the “intelligence” should be pushed out to the edges of the network. Services will execute at the end systems. Enterprise, computing, and software companies (and an increasing number of college and high school computer science students) will develop the applications and download them over the Internet to our smart CPE. All we need from the public network carriers is reliable, high-bandwidth transport. So why should traditional telecommunications carriers care about NGN services? Why don’t they just throw in the towel, forget about providing network-based NGN services, and focus on their wholesale “pipe” business? Tuy nhiên, một trong những yếu tố thành công chủ chốt là sự tập trung chú ý của ngành viễn thông vào các khái niệm dịch vụ NGN và làm thế nào để hiện thực hoá các khái niệm này trong môi trường NGN, từ phía ngoài biên cho đến lõi của mạng. Hiện nay thì đang thiếu sự tập trung này, và chỉ tập trung chủ yếu vào các vấn đề công nghệ NGN cụ thể. Ví dụ như những lợi truy cập nào sẽ được hỗ trợ (ví dụ như lai ghép quang đồng trục (HFC), Đường dây thuê bao số không đối xứng (ADSL), không dây, …)? Mạng truyền ti đường trục sẽ được thiết kế như thế nào (ví dụ như dựa trên giao thức Internet (IP), phương thức truyền không đồng bộ (ATM),…)? Các hoạt động khai thác và quản l‎ý sẽ được xử l‎ý như thế nào trong môi trường mới này? Mặc dù đây đều là những câu hỏi then chốt nhưng chúng tôi cho rằng các vấn đề quan trọng nhất phi xử l‎ý liên quan đến các dịch vụ NGN và làm thế nào để chúng có thể được thực hiện trong một môi trường NGN. Sự hiểu biết chung trong ngành về một tầm nhìn đối với các dịch vụ NGN sẽ giúp hình thành và củng cố các yêu cầu đối với từng vấn đề công nghệ này và xác định các lĩnh vực cần có sự hợp tác trong ngành. Báo cáo này xử l‎ý ba câu hỏi then chốt sau đây: - Tại sao NGN quan trọng đói với các nhà cung cấp? - Những xu thế quan trọng, đặc trưng, và dịch vụ trong một môi trường NGN là gì? - Một kiến trúc dịch vụ thế hệ tiếp theo cần có những thuộc tính gì? ‎ 2.0 Đề xuất giá trị NGN đối với các nhà cung cấp dịch vụ Cộng đồng Internet đang trong quá trình tiến tới xử l‎ý tất cả các nhu cầu dịch vụ mới và đang xuất hiện của chúng ta. Quyết định của họ rất đơn giản…với các thiết bị khách hàng (CPE) tiên tiến như PC, máy điện thoại thông minh, hộp giải mã (set-top box), … nhiều “tính năng thông minh” được đẩy ra biên của mạng. Các dịch vụ sẽ thực hiện ở các hệ thống đầu cuối. Các công ty kinh doanh, điện toán, và phần mềm (và ngày càng nhiều các sinh viên khoa học máy tính cao đẳng và phổ thông trung học sẽ phát triển các ứng dụng và tải xuống trên Internet đến các thiết bị thông minh CPE của chúng ta. Điều chúng ta cần từ các nhà khai thác mạng công cộng là sự truyền tải băng rộng, có độ tin cậy cao. Vậy thì tại sao các nhà khai thác viễn thông truyền thống lại quan tâm đến các dịch vụ NGN? Đầu giờ sáng ngày 24/4, tại sàn giao dịch của các công ty chứng khoán ở Tp.HCM, các nhà đầu tư xôn xao bàn tán về thông tin đăng tải trên VietnamNet, gần như trái ngược với thông tin do Ngân hàng Thế giới (WB) công bố hồi đầu tháng 4/2007. Cụ thể, ông Võ Trí Thành, Trưởng ban Nghiên cứu chính sách hội nhập kinh tế quốc tế (Viện Nghiên cứu quản lý kinh tế Trung ương) cho biết: “Con số 4 tỷ USD vốn gián tiếp được các nhà đầu tư nước ngoài đầu tư vào Việt Nam là chưa chính xác. Số tiền thực chất mà các nhà đầu tư nước ngoài đổ vào thị thị trường chứng khoán Việt Nam mới chỉ có hơn 1 tỷ USD”. Nguồn thông tin gần như trái ngược với thông tin của WB đưa ra đã tác động khá mạnh đến tâm lý của những nhà đầu tư trong nước, phiên 24/4, họ tiếp tục bán ra số lượng lớn cổ phiếu và mua vào rất ít, bảng điện tử đỏ rực ngay từ phiên khớp lệnh đầu tiên. Nhiều nhà đầu tư trong nước đã đề nghị Bộ Kế hoạch và Đầu tư, Ngân hàng Nhà nước Việt Nam và Ủy ban Chứng khoán Nhà nước công bố thông tin chính thức về vốn đầu tư gián tiếp nước ngoài đã đổ vào thị trường chứng khoán Việt Nam, số lượng tài khoản nhà đầu tư nước ngoài đã mở… Thị trường chứng khoán Việt Nam còn non trẻ nên rất nhạy cảm và dễ bị tổn thương với những nguồn thông tin trên thị trường, nhất là thông tin do những chuyên gia, tổ chức có tên tuổi đưa ra. Many domestic investors have requested the Ministry of Planning and Investment, the State Bank of Vietnam, and the State Securities Commission publish the formal information on the foreign indirect capital invested in the Vietnamese stock market, the number of accounts opened by foreigners, etc. The Vietnamese stock market is still in its early stage, so it is very sensitive and easily vulnerable to information sources on the market, especially those announced by well-known organizations and experts.
