Source text - English This agreement seeks to establish a strong working partnership in furtherance of our common purposes to improve the quality of life within the Americas through the protection and enhancement of the global water environment.
Our common methods are to promote and advance the training of water quality professionals, to advance the science of water and related topics, to disseminate technical and management information, to increase public understanding of water-related issues, and to promote sound public policy.
To this and related ends, we intend to:
• Work together to identify ways to better serve our respective members through collaborative educational efforts;
• Foster greater public awareness of water quality issues;
• Foster greater public recognition of the roles and contributions of environmental professionals;
• Foster public-private relationships that speak to issues of the public interest;
• Explore opportunities for sharing technical and management knowledge and information throughout the Americas; and
• Identify specific common interests and activities that speak to these and related ends as articulated in the attached protocol which is an integral part of this Partnership Agreement.
Further, it is understood that this agreement is a prelude to a long-term working relationship between our two organizations that will evolve over the term of this agreement and which will, from time to time, result in mutually agreeable changes upon mutual approval of both signatories.
Translation - Spanish El presente acuerdo tiene como objetivo establecer una sociedad de trabajo sólida en pos del objetivo común de mejorar la calidad de vida en las Américas a través de la protección y mejora del ambiente sanitario mundial.
Nuestras metodologías en común consisten en: fomentar y promover la capacitación de profesionales de la Ingeniería Sanitaria, fomentar el desarrollo de la Ciencia Sanitaria y de los temas afines, divulgar información técnica y de gestión, promover el interés público sobre los temas sanitarios relacionados y propiciar políticas sensatas al respecto.
A fin de cumplir con éste y otros objetivos relacionados, proponemos:
• Trabajar en forma conjunta a fin de identificar distintas posibilidades para asistir en forma eficiente a nuestros miembros respectivos a través de esfuerzos educativos de cooperación;
• Fomentar una mayor conciencia pública sobre temas sanitarios;
• Fomentar un mayor reconocimiento público de los roles y aportes de los profesionales del Medio Ambiente;
• Propiciar la coordinación de acciones de los sectores público-privados que aborden temas de interés público;
• Investigar posibilidades que favorezcan el intercambio de conocimiento e información técnica y de gestión en las Américas; e
• Identificar actividades e intereses específicos en común que aborden éstos y otros objetivos relacionados según se establece en el protocolo adjunto que forma parte del presente Acuerdo de Cooperación.
Asimismo, se entiende que el presente Acuerdo constituye el primer paso hacia una sociedad de trabajo a largo plazo entre nuestras dos Organizaciones que evolucionará en el transcurso del presente Acuerdo y que oportunamente, podrá ser modificado mediante acuerdo común de las partes firmantes.

Source text - English GUIDELINES FOR EHDI PROGRAMS
The 2007 guidelines were developed to update the 2000 JCIH position statement principles and to support the goals of universal access to hearing screening, evaluation, and intervention for newborn and young infants embodied in Healthy People 2010.9 The guidelines provide current information on the development and implementation of successful EHDI systems.
Hearing screening should identify infants with specifically defined hearing loss on the basis of investigations of long-term, developmental consequences of hearing loss in infants, currently available physiologic screening techniques, and availability of effective intervention in concert with established principles of health screening.15–18 Studies have demonstrated that current screening technologies are effective in identifying hearing loss of moderate and greater degree.19 In addition, studies of children with permanent hearing loss indicate that moderate or greater degrees of hearing loss can have significant effects on language, speech, academic, and social-emotional development.20 High-risk target populations also include infants in the NICU, because research data have indicated that this population is at highest risk of having neural hearing loss.

Los lineamientos para el año 2007 se establecieron para actualizar lo informado en la toma de posición de de la JCIH en el año 2000 y para apoyar el objetivo de un acceso universal al screening auditivo, evaluación e intervención en los recién nacidos y niños pequeños según el programa Healthy People 2010. Estos lineamientos brindan información actualizada sobre el desarrollo e implementación exitosa de los sistemas de EHDI.
El screening auditivo debe poder identificar a los niños con una pérdida en la audición significativa en base a la investigación a largo plazo, consecuencias evolutivas en su desarrollo, técnicas actuales de evaluación fisiológica y una intervención efectiva de acuerdo con los principios de la salud pública. Distintos estudios han demostrado que las tecnologías actuales disponibles para los procedimientos de screening son efectivas para identificar el nivel de pérdida en la audición entre los niveles moderados y en mayor grado. Asimismo, estudios sobre niños con pérdida auditiva permanente indican que los grados que van desde moderados pueden tener efectos significativos sobre el desarrollo del habla, académico y socioemocional. La población de mayor riesgo incluye también a los bebés dentro de las NICU, ya que los datos han demostrado que los mismos se encuentran con alto riesgo de padecer una pérdida auditiva neural.
