Source text - English I first became aware of this intimate conflation of artist, materials and tools when, as a boy, I spent countless days in the studio of my Godfather, the sculptor David Smith. His reverence for every tool in that shop, from the humblest hammer to the cantankerous and often dangerous TIG welder, was a lesson in itself. But his deepest affection was reserved for the precision machines. He spoke of them and their prowess as if they were lovers and I suppose that in some deep part of his complex psyche, they actually were. “Uncle Smith" often reminded me of the personal sacrifices he had made to acquire those tools, especially the big ones, during his early years in the Terminal Iron Works and later in Bolton Landing. I think he had more passion for his “Do-All" band saw (an elaborate device that he purchased after a year and a half of saving), than for many of the objects he made so deftly with its blade.
The lesson learned is that for artists like David Smith and John Henry (who speaks of sacrifice and joy in the acquisition of his beloved cranes, forklifts, and other monstrous devices), the joy of the creative act is sometimes indistinguishable from the pleasure derived in the physical manipulation of materials. In Henry’s case, this is coupled with the conceptualization of engineering solutions to bring together design, technical challenges and materials as a single aesthetic entity. Such an outcome is imbued with a special, ineffable quality. One senses both the hand and the mind of the artist in each welded seam or uniquely fabricated joint. Henry speaks of his need to “push the limits of what the materials will do," as part of his creative process and it is a distinguishing feature of his work. Most artists are satisfied to have explored the full potential of their media. Henry, ever restless and exploratory, looks consistently for ways to break new ground by going beyond those limitations.

Source text - English Persons with disabilities represent one of the world’s largest minorities, but until the Convention on the Rights of Persons with Disabilities entered into force on 3 May 2008, there had been no specific global treaty addressing their rights.
While existing treaties protect persons with disabilities, it became increasingly apparent that the specific barriers that persons with disabilities faced in the enjoyment of their civil, economic, political, social and cultural rights had not been adequately addressed. In fact, persons with disabilities appeared to be “invisible” in the human rights discourse, at both international and national level. The Convention responds to this gap.
The purpose of the Convention, as stated in Article 1, is to “to promote, protect and ensure the full and equal enjoyment of all human rights, and to promote respect for their inherent dignity.”
The Convention marks a shift in attitudes and approaches in relation to persons with disabilities. It views persons with disabilities as active members of society who are rights holders, capable of claiming those rights and making decisions for their own lives, rather than as objects of charity.
Approximately 650 million people in the world – or about 10 per cent of the total world population – experience various forms of disabilities, according to the World Health Organization (WHO). Eighty per cent of persons with disabilities – more than 400 million people – live in poor countries, the least equipped to address their needs. All over the world, persons with disabilities continue to face barriers in their participation in society and lower standards of living.
When immediate family members are included, the number of people affected by disabilities exceeds one billion. This is particularly important, as disabilities are a contributing factor for poverty, reduced access to education and health, exclusion and discrimination for both persons with disabilities and their families.
