Les députés (européens) reconnaissent que les lobbyistes peuvent apporter une expertise utile, mais jugent essentiel de pouvoir identifier les organisations représentées par des groupes d'intérêts.
Ils définissent le lobbyiste comme quelqu'un dont "les activités visent à influer sur l'élaboration des politiques et les processus décisionnels des institutions européennes". Ainsi, qu'il s'agisse de représentants d'intérêts publics et privés ou d'organisations, à but lucratif ou sans but lucratif, ceux-ci doivent être considérés comme lobbyistes s'ils cherchent à influencer fréquemment les institutions.
