Machine translation installation problem

I am installing version 9.5 on a new computer. Selected plugins for machine translation in the Edit mashine translation settings window. Checked the checkbox in Pre-translate and statistics. But the translation still doesn't happen. What needs to be done to solve this problem? Thank you.
