With a Paypal account, even if your balance is zero, you can also make payments via a credit/debit card. It's not hard to find a way to make a payment, even if you're in Mexico. I'm in Mexico, and I can think of about 10 ways to pay you.

Which is why I think he's lying and is not in Mexico at all.

Merry Xmas and Happy New Year to all!
I'm coming back to update on my case as promised. Things are still on-going. After several friendly efforts from me and empty promises from him, I decided to get a law firm involved. He now totally disappears: no reply to email, no messages on Skype,... nothing. So I contacted a Mexican law firm for debt recovery service and they accepted my case.

While there is no point in belabouring it now, I would have gone to the collection agency long ago. I have twice had to use collection agencies in other countries - both times to my great satisfaction. You likely could have arranged for the 30% fee to be charged to your client - I was able to do that once and collect 100%. At any rate, while you might not have had a late-payment interest agreement, there are sometimes legally allowed interest rates that you may choose to apply unilaterally.

I know you have learned some valuable lessons. At this point, you just need to get your money, and for all the extra trouble, I think you should add the collection fees, late payment interest and anything else that could be legally defensible in your case.

You seem to be a very nice lady, but save your kindness and patience for those who deserve you. For this guy, it is time to turn the thumbscrews.
