A client in Russia is trying to pay me for a job; she has never used PayPal before. She is getting the message 'В платежной системе указан статус "ОТПРАВЛЕНО- НЕ ЗАВЕРШЕНО".'
Nothing is showing up at my end, and the PayPal help screens are useless.
Does anybody know what to do?

The FAQ section on the Paypal site provides explanations for these situations.

I checked again on the PayPal site, but don't find anything relevant. The Help screens (there's nothing called FAQ that I could find) address sellers who are shipping merchandise, not service providers like translators.
PayPal telephone no | Dec 24, 2018 |
No idea how this will work from where you live, but this is a number that works from the US: 1-888-221-1161.
I called this number fairly recently and did get through and quite quickly. However, Google says a 1-888 number is NOT free when dialed from abroad (i.e. outside the US) and the caller will be charged international rates. I guess it depends on how much money is at stake on your end whether you want to try and pay for a call.
Good luck. | |

May be temporary problem | Dec 25, 2018 |
I tried to make a PayPal payment yesterday and got a similar message ("Payment could not be completed" or something like that). I've used PayPal lots of times and never encountered it before.
So it's possible the PayPal site was just having problems yesterday.

I take this to mean that it will (hopefully) be straightened out after the holidays.

If your client has sent the payment in Russian currency and you don't have a Russian currency account on PayPal, the payment would appear on your account, but as uncompleted, until you indicate that you are happy for PayPal to convert it into the currency of your account.
This happened to a person close to me with a Euro payment into a PayPal account that only had GBPounds.
Just a thought, for further investigation.

After many phone calls and their promises to remove restrictions from my business account - with all necessary verifications - I still cannot use it here in Russia!

I tried the PayPal customer support phone number that Colleen kindly provided, but they say the client in Russia has to call their customer support. Nothing I can do about it from here (I'm in the USA).
Otherwise, it is not a currency conversion issue. I receive payments from Russia on a regular basis, with no problem.

Hi,
I had the same problem a couple of days ago trying to renew my proz membership. PayPal is strengthening its security by rechecking users identity. I emailed paypal and received their call, their explanation was as follows:
You either need to verify your account by linking it to a credit card OR you need to ask the receiver of your payment to delete any security measures on their side. I did the second didn't work! Try it.

I'm very embarrassed to say that I finally found the problem: The client made a typo in my PayPal address! Probably I will now receive the money.
Here's to not overlooking the obvious in the New Year!
Thanks, everybody | | |
Paypal Accounts: personal or business? | Jan 3, 2019 |
Just thought I'd piggyback on this thread rather than opening a new one. My question: I recently read an article on PayPal written by a translator in Argentina. The article seems to be saying that if, as a freelancer, you want to bill a client for your work, you HAVE TO open a business account -- that you cannot use a personal account to bill clients (meaning actually to receive payments for your bills using PayPal). I haven't yet opened a Paypal account, but at any rate, I did NOT think that this is true, i.e. that one CAN bill clients using PayPal as a means of payment with only a personal account.
There were actually a couple of responses to the article, on this aspect of PayPal: one said that she was glad for the article, as she always thought you COULD for sure bill clients using just a PayPal personal account. But then another translator joined the discussion saying that this is true: that you COULD for sure bill clients using only a PayPal personal account-- meaning of course that you can not just bill a client but receive the payment in your PayPal personal account.
As many people here use PayPal, to receive payments, what is your response?
¡Muchas gracias! Happy New Year!
