No contest! In addition to paying better, they are usually much closer to the subject matter--and often have knowledge of the two languages in question. They can help with problems in the text, and they really appreciate having a good partner to work with.

I have never received praise from an agency; I often receive warm praise from direct clients. That kind of "salary" is important to me.
