Una sugerencia para la frase, aunque no tengo idea de cómo vas a traducir lo de "Liberamiento"

"The time savings attributed to the (Liberamiento) are achieved by avoiding/bypassing the City and its related traffic jams."

Vero, pienso que en el original está sobrando el "de" en "ahorros de tiempo de atribuidos". Creo que debería ser "ahorros de tiempo atribuidos al..."

Perdona que leí mal, tu palabra es "Libramiento" y no "Liberamiento" como lo puse yo. ¡Igual ni idea!

Entonces Libramiento es algo como una carretera de circunvalación. Si es así, podría ser "Belt highway" o "Ring road"

I beleive that, to produce a sentence that sounds entirely natural in English, the word order of the sentence needs to be changed as follows:

The Libramiento saves people time by reducing the number of drivers and, consequently, the number of traffic jams, in the downtown area.

The main idea is the reduction of the number of cars/drivers in the city, not any "keeping people out of the city". After all, the Libramiento is "taking people into" the city.

Finally, I would suggest "Freedom Rider" as a translation for "El Libramiento".
