Can anyone tell me how I should translate Haftungen in the following sentence:

Zinssenkungen, Kapitalbereitstellungen und Haftungen sind jedoch zweifellos "inflatorische geldpolitische Instrumente"

I have interest-rate reductions and capital appropriation for the first two terms, but liabilities on its own doesn't seem to fit for the third. Assumption of liabilities, perhaps?

guaranty / guaranties

This is really an intelligent (I hope!) guess because of the "geldpolitische Instrumente", measures that are usually taken by central banks or governments. If the context is the global financial crisis, 'Haftungen' could be the guaranties for commercial banks that have been granted recently by a number of governments in Europe and elsewhere.

Thanks. I think both spellings are acceptable. 'Guaranties' is more common in AE.
