In tables, sometimes the vertical and the horizontal writings mix in order to save some space. There should be some other letter/s above 外 (ex, 体外、除外)OR it could be an abbreviation of something in which case it should be explained what it represents at the bottom of the page (or somewhere else). These are just some speculations that I can think of. It would be much better if I could see the original table.
