Hi everyone. This is from a training manual on competency-based human resources management. I have been looking at plenty of documents on the Hay method - there's plenty online - but cannot find an equivalent for this. I have found discussion of 15% differences as the "minimum observable" but nothing which exactly fits the above term, and I am unsure whether I am missing some fixed term here.
Any ideas?
