Help, please! I think "liquidar" is about clearing them, but I don't understand what the sentence is saying about these accounts.

278. Con la entrada en vigencia de la Ley 550 se eliminó la posibilidad de generar cuentas en suspenso y anticipos **sin liquidar en la contabilidad**. Existen cuentas bancarias para la gestión de los fondos rotativos que se entregan a los Ministerios. Estos fondos se rinden de manera mensual y son conciliados al momento de la rendición.

Not sure if you have read the sentence correctly (apologies if I'm wrong about that)

It would be: la posibilidad de generar (1) cuentas en suspenso y (2) anticipos sin liquidar, en la contabilidad.

Liquidar would be settlement.
