Acho que a dificuldade em achar um equivalente técnico pra esse termo, e pensando que eu estava num prazo que me fez recorrer aqui ao Proz não me deixou perceber no contexto do autor também talvez ter usado um termo técnico mal expresso. A apneia do sono acontece com a redução do tônus dos músculos dilatadores da faringe em sustentar a abertura durante o sono.

Based on the context (which I didn't read carefully), it should to 'dilate" instead of 'swell'.
Note from asker:
puts, é que swell implica em estar inchado, fora do normal. no caso da apneia não é um inchaço, é a musculatura que mantem ela dilatada, pelo que entendi.
