"which may only be sold within the framework of orderly business practice"
"orderly" i.e. that respect established good ways of doing business, as opposed to "cow-boy” methods or legal but unethical methods that could give bad reputation to the seller.
You have to look at the whole situation.
This is a wholesaler that wants to protect his brand and wants to keep control of his goods until it's sold to the final buyer. For a reason. They are many ways of doing business that are “not illegal, not contrary to what many in the sector do” but are still short of “bon usages du commerce”. And that nuance can mean allowing the retailers/distributors to engage in practices that could seriously annoy final clients and tarnish the seller’s brand.
