Je ne connais pas cette expression (et ne trouve rien dessus), j'ai pensé que cela pouvait être synonyme de "on his own behalf", mais j'ai peu après :
"That is a representative making the declaration in his own name but on his principal’s behalf"
Donc, ce n'est pas ça...
