hmmm...that's what they're normally called but I might just translate "bureau service" as simply "service" i.e. taxi booking and despatch service system. It's your call =)

It sounds like it's a service that gets customers for the taxi drivers, so it could be called an agency in English. Not sure about the Chinese though.
