the expression to "chat up" is most commonly used when a man tries to attract the attention of a woman (or a boy the attention of a girl). It is generally when he wants to ask her out for a date or something. The term suggests sexual banter.
In this case, it is probably more innocent and simply that he talked to them in friendly fashion while they were waiting, telling them stories about his past.
