Certes, on peut relativiser les chiffres. L’étude réalisée en 2009 par le XX aboutissait certes à 600 000 emplois mais à la fois créés et maintenus. Plus récemment, en janvier 2010, le Conseil d’orientation pour l’emploi (COE) précisait que ce bilan en emplois ne prenait pas en compte les emplois détruits dans d’autres secteurs et que le solde net serait plus faible.
A l’inverse, on parle de 60 000 emplois dans la seule industrie des éoliennes, de 120 000 emplois dans les énergies renouvelables, de plus de 200 000 emplois dans le bâtiment …
Au-delà des chiffres, un des grands objectifs de cette « croissance verte » est de favoriser la ré-industrialisation de la France par le développement de ces activités qui ont aussi un fort potentiel d’exportations.

Created by the decree of 7 April 2005 by the authority of the Prime Minister, the Conseil d’orientation pour l’emploi is a permanent advisory and consultation structure focusing on employment issues. Consisting of fifty members (trade unions, MPs, representatives from the State and local authorities as well as qualified individuals), its aim is to:
- draw up, using available surveys and analyses, a diagnosis of the causes of unemployment and evaluate the workings of the employment market, as well as medium and long-term employment prospects;
- assess the existing machinery supporting employment, professional programmes and training, based on local experience and reforms that have been conducted abroad, notably in the different states of the European Union ;
- set out proposals designed to remove any obstacle in the way of job creation, to improve on the workings of the employment market and increase the efficiency of the various job-seeking incentives. The Prime Minister and ministers for Labour and Economy can also refer any question to the COE. Its reports and recommendations are made available to Parliament and published. The COE’s website will be on line shortly.
