Première couronne qualifie la banlieue située sur le pourtour même du périphérique intérieur, alors que la proche banlieue peut se trouver plus excentrée.
L'expression anglaise correspondante à première couronne semble être inner-ring suburbs, ou first-ring suburbs.

A propos de votre clarification: inner suburbs est une définition plus précise qui fait référence à un pourtour géographique bien délimité (frontières de l\'agglomération, voie de ceinture) alors que surrounding suburbs est plus vague et ne repose que sur une notion indéfinie de proximité.
L'expression anglaise correspondante à première couronne semble être inner-ring suburbs, ou first-ring suburbs.

I'm afraid this depends on the city planning. Paris used to
have the "ceinture", for example, but since then, other ring-type motorways have been constructed, giving rise to a distinction between the city centre, what's inside the ceinture, and what else is inside the larger circles. One possible translation (in some cities) is "Greater (London, for example) and suburbs".

These "first-ring suburbs" once defined the outer edge of the metropolis. But now they're far from the affluent edge and are considered too close to the central city and its problems. They usually lack the tax base and political clout to deal with the social problems unexpectedly thrust upon them.
