I did not find a better solution. I found some stuff supporting "foreground cell" ( http://www.motorola.com/governmentandenterprise-uat/contentd... , http://www.wikipatents.com/GB-Patent-2358550/battery-saving-... ), but nothing conclusive. I'm almost certain it is, as Didier suggests, a term poorly translated into French, because numerous native speakers who have seen the whole text think it was originally written in English. In the end, the client said that the translation as a whole exceeded expectations so it can't have been too bad an effort!

forwarding cells? This appears rather meaningless in French, as I suspect a mistranslaiton from English or some other languages, this could make sense in a mobile phone context

I have looked further and have found in IATE (http://iate.europa.eu) the following references in the domain of information technology and data processing:

It would seem that "foreground cell" might be on the right track.
