I have no idea how to translate this term and what the material is.

Literal translation The problem is I only found two UK websites using this term.

agree philgoddard : Stucco is fine too. Wikipedia says "the difference in nomenclature between stucco, plaster, and mortar is based more on use than composition."

enamelled stucco

Stucco is technically "cement plaster" and stucco reliefs were quite common in antiquity and enamelled stucco was used in ancient middle eastern palaces. See the Manual of Oriental Antiquities
