In minutes, I usually translate "assente giustificato" as "justification was given for the absence of". This is what I would probably use, but I have actually never come across it. I usually use the simple past in minutes where Italian uses the simple present.

I have used the search engine Google and have found out that the expression "absent without justification" is mentioned in 99 English websites. Here are 2 examples:
1. "if you know that a worker has been continually absent without justification, issue a written warning."
