"5 per mille" Found this old question when I was trying to express the "5 per mille" tax in English. As none of the answers here explain what it actually is, I thought I'd offer up my own (far from perfect) solution:
“5 per mille”, i.e. the mandatory 0.5% income tax contribution destined for charitable organizations.

millage In some areas of the US tax for certain local public services, for example teachers' salaries is one I know of, is levied at the rate of a few thousandths on the dollar, generally called a millage. This may not fit, but it seems similar so I thought to mention it.

Thanks - this is what I used. However the real problem was - half a percent of what? It means nothing as an expression on its own.
