The key material difference is that in Portugal (and Brazil?) company registration is decentralised on a municipal basis, while in the UK there is one register for England and Wales and another for Scotland. I suggest therefore that Companies House can usefully be translated as Registo Central de Sociedades. The expression Commercial Registry is not immediately meaningful at least to someone in the UK and also in the US I suspect).
