My interpretation is that LOC takes the place of the third person, or 'other'. The latter is usually called 'someone' in linguistics, abbreviated 'sm', but here 'sm' is being represented as LOC.
The 2S/IMPF is referring to the verb, not the LOC (object in traditional grammar).
"você bateu no outro" is not a gloss for [give-LOC-1S/IMPF] is a mistake if that's the way it appears in the original text. It should be "I give to someone". However "give" is unique and not a good example because it requires two objects. You have to give something to someone.
Your glosses shouldn't include "to" in front of a verb UNLESS the verb stands in the infinitive. Here it is conjugated in the second person.
