In UK English you could say this:
It's a real mess, a tip.

As a Brit 'Dump' sounds to me like the flat is in bad condition, doors falling off etc, whereas I think this phrase just means it's untidy.

\'Dump\' (Her place is a dump; What a dump!)is used to describe a messy, disorganized, and/or dirty place.
Pretty much what \'moquifo\' means, as far as I know.
