Portuguese term
Eng. Msc, Prof. Dr.
Portuguese to English
Other
Transport / Transportation / Shipping
Ing. Msc. XXXX da XXXXX, Empresa Pública de Transportes y Circulación de Porto Alegre.
Prof. Dr. XXXXX da XXXXX, Universidade Federal do Rio Grande do Sul, Brasil
What do these titles mean in terms of level of education/qualification (esp. Msc, ?Master in Science?) and what are the functional equivalents in EN? They appear in a Spanish text.
I am inclined to just say DR. for both, as we don't necessarily specify branch of knowledge.

On occasion I have to translate scientific papers where the authors are identified by their titles, and this is how I usually do it:
John Doe, Professor, Ph.D.
It might be obvious that a professor should hold a Ph.D. degree in most countries, but in some remote areas of the world this is not always the case. I know a number of people that became professors before they held a Ph.D. degree. What I would NOT do is state the obvious:
Dr. John Doe, Professor, Ph.D. (tautology!)

: My opinion: if you write "Prof." then you have to put the "Dr." bit at the end in the form of a PhD. This "Prof. Dr." business is used in some countries but not in the USA.
