Мне кажется, нужно перефразировать оригинальное предложение. "Параметры Identity DCOM-серверов данной программы настраиваются в соответстви и с параметрами учетной записи эффективного пользователя..."
Тогда получается: "Identity parameters of the system's DCOM servers are (to be) set in accordance with effective user account that should have been defined earlier in step 1.1."
P.S. Лично я не понимаю, кто такой "эффективный пользователь". Калька с effective, т.е. "фактический"? В общем, это не так важно.
