как бы gives the action a sub-text of unwillingness and pretence. "some sort of" is an approximation.
To answer your question: the speaker does NOT apologize in the given situation; but if he does, he does so grudgingly.

Problems with the police, sure. Then there are the passers-by. When people (read - junkies) misbehave there may happen to be a reproach from the passers-by, and these reproaches are sometimes substantiated. Because every person (here - drug addict) reacts according to his upbringing: one will keep silence, another will leave and the third one will start swearing, arguing. In my case it\'s so to say more decent, no loutishness from my side. People are simply walking by and besides I don\'t like swearing.
