There's no context that tells me what the "дополнение" might consist of.

I'm not sure what the antecedent of "их" is, either -- whether its "формы и способы" or "международные акторы", although I logic suggests that it's the latter. I do know that the "акторы" are countries.

agree Judith Hehir : Nicely done. I would change "provide" to "establish," go with "sound" or "solid" over "scientific" and change "basis" to "base/foundation from which they can..."

the complementarity of their (organizational) roles

I think it's pretty clear that "их" refers to the "акторов" (sic), i.e., countries. What's unclear to me is what "структурное" is supposed to mean: whether "the share each accounts for" in some shared activity, in the sense of a division of labor/division of activity; or, "organizational roles". I strongly suspect that a translation of that word, per se, could be omitted. As for "взаимное дополнение", "complementarity" seems a straightforward option. Conceivably, you could write "the complementarity of their roles" or even simply "their complementarity".

And, in this sentence, I would want to translate the "обоснование" as something like "analysis" or "explanation": "Such and such necessitates the study of ..., as well as a scientific analysis [explanation] of their complementary roles." Something like that.
