Does this have the connotation of fraudulent voting (as in Walter Mondale's famous quip, "vote early and often"), or does it just mean that people will vote enthusiastically for something, in this case Eurasian integration? The speaker is rather ironic.

: Hardly so. Hands down: "easy, w/out effort and/or w/out question", whereas To vote "with both hands" means enthusiastically + with full support.
