I've turned this over and over in my mind: is it *a* head missionary or *the* head missionary? Any synonyms for head that work better? Thanks!

I do not know about "leader" or "leading". These two words imply that whoever provides leadership directs activities whereas here the meaning seems to be that the emperor is doing most of the missionary work himself or that the most important work falls to him.

agree Rachel Douglas : I like "principal" or "chief" + agree on def article. _The_ chief missionary, among all the people of his court, of the Empire. None of them is portrayed, right? If it were "a", I guess it wd mean along with the apostles, but I don't suppose that's it.
