If there are other "products" (if it's a co-gen plant), use "Without production".
Note: Pre-commision and start-up tests have a no-load phase where all BOP systems (cooling water, oil circ., hydrogen, hrsg, etc) are operated up to 100% to test their performance, but there is no production of power. The plant is disconnected from the grid.
