I'm reading this from a more 'physical setting' point of view, since wind farms are (arguably) quite an eye-sore on any horizon. I can also see why a "preserving the natural charm" line could be used by politicians (perhaps) at a time like this too, in light of so much corruption coming out in this sector in Spain recently. The "let's save our beautiful charming community" line is just perfect for politicians, now that lots of them have been exposed...
I could be totally on the wrong lines here, but that's what I'm getting from the text, given the fact that it’s the reasoning behind halting the granting of further permits for wind farms.
