From a scholarly article about late 18th-century Spanish colonial trade with Peru, this phrase is used for a primary source quoted in the text:
En su ***memoria de gobierno*** de 1761, el virrey del Perú conde de Superunda afirmaba que, gracias a los registros sueltos, "al presente visten exquisitas sedas los que no podrían hacerlo en otra constitutición."
The title of the work cited sheds some light on its nature: Relación y documentos de gobierno del virrey del Perú, José A. Manso de Velasco, Conde de Superunda, 1745-1761.
It appears to be something of a cross between a personal memoir and official government archives. I imagine that keeping such records was a common practice, and there must be a standard English term for such records, so I'm asking not for Google hits but for expert knowledge, please.
My inclination is to write either "in his government memoirs..." or "in a memoir of his administration...".

If he left the government in 1761, I would assume that this is a report, for these reports tend to be srawn up at the end of a term and not during it. This is my impression anyway.
By the way, "memoria" also means "report".

Viceroy's Government Report
A "Memoria" is usually a formal report. From the following quote found thanks to Google (sorry!) the writer avoids the translation, referring to "memoria" in English, but it can be seen to be an official recitation of the "state of the nation".
The second quote refers to "the Viceroy's report for 1793", and your own text mentions "la memoria de 1761" which to me indicates that this is an annual report required from the Viceroys.
In the 1754 viceregal census, there were 639 “caciques y principales” in the Diocese of Cuzco, yet only 29 of them
were located in the Cercado. (footnote 73)

I think you've probably misunderstood what "journal" means in English - otherwise you'd know that this is one of many possible translations. It's a personal record of each day's events, after they happen.
