This is a paragraph from a letter sent from an employee to the corporate office talking about the policies of the company (apparently they are not being followed by his boss):

"La visión del trabajador, como parte de un equipo y a su vez en la organización estructural que tiene como parte del centro laboral, es la de lograr con la firmeza de sus acciones, con la entereza de sus actos y con la seguridad de ética de las políticas laborales; es decir, en el momento dado en que no se respetan estos lineamientos emerge la fluctuación masiva; evidentemente el animo laboral no resulta el mejor ni el óptimo para desarrollo funcional como equipo."

It would be great if you can translate the whole paragrah, but the part in the subject line is the one that doesn't make a lot of sense to me. More specifically, the part that says "que tiene como parte del centro laboral"

I'm reading 'centro laboral' as simply 'workplace' here. The inclusion of 'of the workplace' does somewhat redundant to me in English, so maybe you might just put it: 'and how that team fits into the overall organizational structure'
