Le calcul du nouveau ratio
La mesure du risque crédit reposera sur l’une des deux approches décrites ci-dessous :
● l’approche standard est fondée sur une classification des risques obtenue à partir de notations externes (Banque de France, agences de notations, etc.) ;
● l’approche par les notations internes (« Internal Ratings-Based ») de la banque. La banque a alors recours à quatre paramètres prudentiels : la probabilité de défaillance, la perte en cas de défaillance, l’exposition en cas de défaillance et la durée résiduelle du crédit. Cette deuxième approche se compose de deux méthodes :
- la méthode par les notations internes fondation (IRB Foundation approach) : la banque estime elle-même la probabilité de défaillance.
Les trois autres paramètres de calcul sont fournis par l’autorité nationale de surveillance ;
- la méthode par les notations internes avancées (IRB Advanced approach) : les quatre paramètres (qui doivent satisfaire à des impératifs prudentiels) sont évalués par la banque elle-même.

Va notato che Basilea II accompagna e completa un movimento avviato dai maggiori istituti di credito internazionali una decina d’anni fa per consentire una migliore gestione dei rischi.

Come viene calcolato il nuovo coefficiente
La valutazione del rischio di credito avverà secondo uno dei due seguenti approcci:
● l’approccio standard corrisponde ad una classificazione dei rischi effettuata a partire da valutazioni esterne (Banca Centrale, agenzie di rating, etc.);
● l’approccio basato sui rating interni (Internal Ratings-Based) della banca, il quale fa appello a quattro parametri prudenziali: la probabilità d’insolvenza (PD), il tasso di perdita in caso d’insolvenza (LGD), l’esposizione al rischio d’insolvenza (EAD) e la scadenza dell’esposizione (M). Questo approccio è composto da due metodi:
- il metodo basato sui rating interni base (IRB Foundation approach): la banca valuta da sé la probabilità d’insolvenza.
Gli altri tre parametri di calcolo sono forniti dall’autorità nazionale di vigilanza;
