Preduvjet za početak revizije zakonitosti zapošljavanja državnih službenika u federalnim organima državne uprave je usklađivanje Pravilnika o unutrašnjoj organizaciji tih organa sa odredbama članova 6.-16. Zakona o državnoj službi u Federaciji BiH te njegovo dostavljanje Vladi Federacije na davanje saglasanosti. To, dakle, znači da je Zakon o radnim odnosima i plaćama službenika u organima uprave Federacije BiH prestao važiti 1. januara 2005. godine, onda kada je Agencija za državnu službu Federacije BiH preuzela punu odgovornost za provođenje Zakona o državnoj službi u Federaciji BiH. Stoga, primjenjujući Zakon o državnoj službi u Federaciji svaki organ državne službe dužan je službenicima Agencije dostaviti na raspolaganje popunjen obrazac RDSFBIH -1 (Registar državnih službenika Federacije Bosne i Hercegovine) za sve državne službenike, Pravilnik o unutrašnjoj organizaciji, Rješenja o zasnivanju radnog odnosa, diplome o školskoj spremi državnih službenika, Uvjerenja o stručnom upravnom ispitu ili pravosudnom ispitu, dokaze o načinu zasnivanja radnog odnosa državnih službenika (javni konkurs, javni oglas, interni premještaj ili drugi način), a za službenike koji su postavljeni putem internog premještaja dokaz o zasnivanju radnog odnosa u organu iz kojeg su premješteni. Inače, Agencija za državnu službu FBiH je donošenjem potrebnih podzakonskih akata stvorila preduvjete za zakonito zapošljavanje svih državnih službenika u organima državne službe objavljivanjem konkursa putem Agencije. Godine 2005. revizija radnih mjesta izvršena je u 130, a 2006. u 72 federalna organa državne službe.
Translation - French SYSTEMATISATION (REVISION) OF WORK POSITIONS IN FEDERAL CIVIL SERVICE BODIES
Harmonization of the Rulebook on the Internal Organisation with the provisions of the Articles from 6. to 16. of the Federal B&H Civil Service Law represents a precondition for the beginning of the revision of the civil servants' recruitment process in Federal Civil Service Bodies. It means that the Labour Relations and Wages Law ceased to be in force as of 1 January 2005, at a time when Federal Civil Service Agency has assumed a full responsibility for implementing Federal B&H Civil Service Law. Therefore, each institution of federal administration, in compliance with the Federal B&H Civile Service Law, is obliged to submit to the Agency's Human Resources (HR) civil servant a fulfilled Register Pattern-1, named as Federation B&H Register of Civil Servants, as well as the Rulebook on the Internal Organisation, Decisions on Employment of civil cervants, Certificates on professional qualifications of civil servants, Certificates on Professional Exam or Judicial Exam, Evidences on applied public methods for civil servants' engagement in the institutions of federal administration (public competition and announcement, internal announcements/rearrangement or other). Adopting a secondary legislation, Agency has created good preconditions for implementing legal procedure for the impartial civil servatns' recruitment in existing Federal Civil Service Bodies. In the year 2005 systematisation of work positions has been committed successfully in 130 and in 2006 in 72 Federal Civil Service Bodies.
