Source text - English Following the Beijing Summit (1995), several international organizations such as the UN and its affiliated bodies (the United Nations Fund for the Development of Women (UNIFEM) which later became UN WOMEN and the United Nations Development (UNDP), the International Organization of La Francophonie (OIF) and the African Union (AU) particularly through the Protocol to the African Charter on Human and Peoples' Rights of women, which provides for the first time in its Article 9 - b and c, parity as a tool for accelerating the representation of women in electoral processes, these organizations are given explicit goals of promoting women's participation in democratic governance at all levels of decision-making process.
The creation of the International School of Gender Empowerment and Political Leadership falls within this concern of strengthening the political leadership of African women through capacity building interventions, to promote women's political participation, to encourage women candidates at all levels and to empower women to make them more competitive in the decision-making bodies of the political sphere. It is essentially a training and capacity development of women as political aspirants. Initially, it will be limited to women in Cameroon and then expanded to women in the Central Africa sub-region and other parts of Africa, including those of former participants in the Leadership Program of Foreign Visitors (IVLP) organized by the US Department of State in September of 2009. This is a flagship event called to last, in that it will evolve over the years and according to the needs of the target population.
This pilot program is expected to start in the summer of 2013, in partnership with the International Relations Institute of Cameroon (IRIC) with the official launch of the first batch of "young women leaders" of the Institute under the patronage of Mrs. Hillary Clinton, Program Sponsor and Honorary President of " International Network for Leadership and Women Empowerment year", initiator of the program after the IVLP, September 2009 session.
For its implementation, the program counts on the support of many institutional partners, technical, financial, national and international.

Le programme de création de l’ Institut International de formation en Genre et Leadership Politique s’inscrit à l’intérieur de cette préoccupation en visant à renforcer le leadership politique des femmes africaines à travers le renforcement de leurs capacités d’interventions, à promouvoir la participation politique des femmes, à susciter des candidatures féminines à tous les paliers politiques et à outiller les femmes afin qu’elles soient plus compétitives aux instances délibératives de la fonction politique. Il s’agit essentiellement d’un programme de formation et de développement des capacités des femmes aspirantes en politique. Dans un premier temps, il se limitera aux femmes camerounaises pour ensuite s’élargir aux femmes de la sous-région Afrique centrale et aux autres régions d’Afrique, notamment celles des anciennes participantes au Programme de Leadership des Visiteurs Etrangers (IVLP) organisé par le Département d’Etat des Etats-Unis d’Amérique en septembre de 2009. Il s’agit d’un événement-phare qui s’inscrit dans la durée, en ce sens qu’il est appelé à évoluer avec les années et en fonction des besoins de la cible.
Ce programme pilote devrait démarrer dès l’été 2013, en partenariat avec l’Institut des Relations Internationales du Cameroun (IRIC) avec le lancement officiel de la première promotion des « jeunes femmes Leaders » de l’Institut sous le patronage de Mme Hillary CLINTON, Marraine du Programme et Présidente d’Honneur du « International Network for Leadership ans Women Empowerment », initiateur du programme à l’issue du IVLP, session de septembre 2009.
Pour qu’il devienne réalité, il devra compter sur l’appui de nombreux partenaires institutionnels, techniques et financiers tant nationaux qu’internationaux.
