10. Research Methodology
10.1 The Nielsen & Labour Fund – A Partnership Approach
Our approach will be to work with you, as we would hope to be an important partner in helping to improving labour market systems and policies.
A partnering approach will mean we work closely to deliver exactly what you need within the constraints of what is realistically possible. This means we will be flexible to meet your needs, while not making false promises or failing to deliver.
We would bring our expertise and experience to support and advise you throughout the process, meaning we will apply proven methods and questions to gauge the information you want.
As such, the following methodology sets out how we propose would best meet your research needs as we see them. However, we would look to confirm the approach with Labour Fund.
10.2 Approach
Every market /occupation is faced with skill deficiencies which can be either shortage of skill where the employing industry/sector face recruitment difficulties caused specifically by shortage of individuals with the required skills in the accessible market or skill gaps which are limitations in the skills of existing workforce, both at an individual level and overall, which prevent the firm from achieving its business objective.
Like many other countries in Gulf, private sector in Bahrain was more dependent on skilled foreign laborers available at cheaper wages/salary thus limiting the scope of employment for the locals. To address this issue the government imposed a set of regulations that required by law, to employ Bahrainis. While these laws have been effective to some extent supporting national employment, they also lead to adverse consequences. This hampered their ability to grow and create more jobs. Reservation policy did not exert enough pressure on the natives to perform well. This lowered their productivity. Besides, lack of required skill lead to mismatch of job requirements. All this once again, resulted in people looking for jobs in public sector. However, if this trend continues it would lead to higher unemployment, declining wages and strained public resources. Thus, one has to think of reforms that would contribute towards ultimate goal of ensuring high quality, well paying and jobs for all Bahrainis.
An important primary goal of proposed research is to provide an analysis of skill set available in Bahraini labour market and its applicability and usefulness across various sectors of economy. This analysis should be able to answer two important questions:
1. Can Bahrainis become the preferred choice of employees?
2. To what extent can the Private sector contribute in absorbing the native workforce?
Research in this area is complex and need systematic approach to address each and every issue. Thus we propose to segment this research in 2 Phases:
The study would be exploratory in nature having elements of secondary and primary research.

12.1 Sectors and Sub Sectors
Labour Fund has assigned priority to 6 key sectors viz, manufacturing, telecommunications, health, tourism, trade, transport & logistics. Nevertheless, it has been mentioned that other sectors should also be covered under the study.
As per International Standard Industrial Classification of all Economic Activities (ISIC) broad sectors include:

Each of these main sectors are further divided under sub sectors such as, Agriculture, forestry and fishing sector is further sub divided into i) Crop and animal production, hunting and related service activities ii) Forestry and Logging iii) Fishing and Aquaculture. In all there around 99 sub sectors out of the 22 main sectors.
To capitalize on time and resources, we propose to cover all main sectors of the economy and the sub division of the 6 priority sectors as outlined by Labour Fund.
However, if certain sub sectors emerge as important in terms of growth and potential employment generators, they would also be included under the scope of research. However, decision on revision of the scope of the study would be taken in consultation with the client.
12.2 Occupational Categories
While designing and analyzing the data care would be taken to follow the GCC occupational code system. All possible occupational groups employed across the sectors and sub sectors and by type of establishment would be considered and classified accordingly into broad categories and included under the study.

12.3 Skill Sets
The project is expected to advice on the possible new requirements for employability competencies that industry requires or will require in future. Employability skills are defined as “skills required not only to gain employment, but also to progress within an enterprise so as to achieve one’s potential and contribute successfully to enterprise strategic directions”.
Every occupational category is expected to have certain set of skills, for example financial service workers and customer service representatives such as tellers; insurance sales agents; claim adjusters, examiners, and investigators; loan officers; securities, commodities, and financial services sales agents; and insurance claims and policy processing clerks would require to have high skill levels in

In line with the above, the study would examine the education levels of the work force, area of education attainment (humanitarian, medical or engineering) and other training required for employment and further development of skills after employment. We would examine these issues separately for different industry and then identify key issues for the labour market.

كان القطاع الخاص في البحرين، مثله كالكثيرين غيره في دول الخليج، أكثر اعتمادًا على العمالة الأجنبية الماهرة والمتوفرة بأجور/ مرتبات أقل مما نتج عنه الحد من توظيف السكان المحليين. ولمعالجة هذه القضية قامت الحكومة بفرض مجموعة من اللوائح التي يتطلبها القانون، لتوظيف البحرينيين وفيما كانت هذه القوانين فعالة إلى حد ما في دعم العمالة الوطنية، فإنها أدت أيضًا إلى عواقب وخيمة. مما أعاق قدرتها على النمو وخلق المزيد من فرص العمل. ولم تبذل سياسة الاحتياط ضغطًا كافيًا على المواطنين ليتحسن أدائهم، مما أدى إلى خفض معدلات الإنتاج لديهم. إلى جانب ذلك، أدى نقص المهارات المطلوبة إلى عدم التطابق مع متطلبات الوظائف. وقد أدى هذا كله إلى مرة أخرى، إلى عودة الأشخاص للبحث عن وظائف في القطاع العام. ومع ذلك، سيؤدي استمرار هذا الاتجاه إلى ارتفاع معدلات البطالة وانخفاض الأجور والموارد العامة المجهدة. وبالتالي، يتعين على المرء التفكير في الإصلاحات التي يمكنها المساهمة في الهدف النهائي المتمثل في ضمان الجودة العالية والدفع الجيد والوظائف لجميع البحرينيين.

Source text - English PROTECTIVE SHELTER
The present invention relates to a protective shelter and, in particular, to such a shelter that can provide protection within a war zone and which can be readily assembled in a quick, secure and reliable manner.
While a variety of requirements arise for temporary, or at least quickly-built shelters, there is generally a compromise between the level of protection offered by the shelter and the speed, reliability and ease with which such a structure can be built.
Also, the degree of protection required by the shelter can change over time and known protective shelters, while perhaps providing an appropriate initial level of protection, may not be suited to a scenario in which a lesser, or greater, degree of protection is required.
Our co-pending applications PCT/GB2008/050275 and PCT/GB2009/051431 describe certain types of shelter which utilise a shallow-arched roof structure or a flat roof structure to provide support for a ballast material to protect the shelter from explosive attack.
However, we have now developed certain improvements to these structures, particularly although not exclusively with reference to pre-detonation screens for such structures and to certain structural improvements allowing for greater strength and greater ease of manufacture and assembly, and this invention consequently seeks to provide for a protective shelter having certain advantages over known such shelters.
As will be appreciated from the following description, examples of a shelter embodying the present invention can be quickly and, importantly, reliably constructed in a manner requiring a minimum number of personnel and, critically, in a manner such that each separate component of the structure can be removed and lifted, preferably single handedly.
Also, all separate components can advantageously be of a size such that they are readily transportable, in flat-packed unassembled form on a pallet, such as a pallet of dimensions 2 metres x 2.2 metres, preferably on a pallet of dimensions 1.2 metres x 1.2 metres.
According to a first aspect of the present invention, there is provided a protective shelter offering opposite outer supports and a roof structure extending between the supports, wherein the roof structure comprises a first layer covering a space between the outer supports and providing a first level of protection to the shelter and a second layer in the form of a pre-detonation screen providing a second level of protection to the shelter, wherein the pre-detonation screen comprises a plurality of individual panels arranged and supported over and spaced from the first layer, at least one of the individual panels comprising a first panel material presenting a substantially closed surface to an incoming projectile and at least one second panel material forming an edging strip to the first panel material and being of greater rigidity than the first panel material.
The primary purpose of the pre-detonation screen is to cause an incoming explosive projectile to detonate on the pre-detonation screen and not on the first layer of the roof structure. Typically, in the event of such an attack the pre-detonation screen acts as a sacrificial layer, protecting the first layer from the primary detonation of the projectile. Our co-pending applications PCT/GB2008/050275 and PCT/GB2009/051431 describe briefly the use of pre-detonation screens, typically of plywood, but we have now found that an improved form of pre-detonation screen may be obtained by the use of composite panel elements making up the screen, wherein those elements or any of them comprise a first panel material presenting a substantially closed surface to the incoming projectile and at least one second panel material forming an edging strip to the first panel material and being of greater rigidity than the first panel material. Exemplary materials for the first and second panel materials include woods, plastics, metals and composites. However, the second panel material should be selected to have greater rigidity than the first. In this way, the risk of gaps appearing in the pre-detonation screen as it is subjected to warping and flexing, particularly when deployed in harsh climatic conditions, is minimised. One preferred material for the first panel material is wood, especially plywood, and one preferred material for the second panel material is metal, especially aluminium, and from now on in this specification we shall make reference only to those especially preferred materials. It will however be easily understood that the selection of appropriate alternative materials is well within the capability of the skilled addressee.
Preferably the second panel material is of greater shear strength than the first panel material.
Preferably the second panel material is of greater tensile strength than the first panel material.
Preferably the second panel material is less brittle than the first panel material.
Preferably the second panel material is of greater smoothness than the first panel material, allowing an improved and seamless fit between neighbouring panels of the screen.
Also preferably, the first panel material forms a panel and the second panel material forms an edging strip to the panel. The edging strip may be formed on one or more edges of the panel, preferably on at least two edges of the panel. The edging strip may be continuous or discontinuous. Its primary function is to reinforce the edges of the panel to prevent warping and bending of the panel in deployment and the consequent appearance of gaps in the pre-detonation screen through which an incoming projectile may pass.
The edging strip is preferably formed by at least one pre-detonation screen edge element formed from the second panel material. Preferably the pre-detonation screen edge element comprises a channel into which an edge of the panel may be received. Even more preferably, the pre-detonation screen edge element comprises two opposed channels into which the edges of two neighbouring panels may be received. The channels may oppose each other directly in a flat pre-detonation screen section or may be offset to allow and arched pre-detonation screen section to be constructed.
According to a second aspect of the present invention, there is provided a protective shelter offering opposite outer supports and a roof structure extending between the supports, wherein the roof structure comprises a first layer covering a space between the outer supports and providing a first level of protection to the shelter, and a second layer in the form of a pre-detonation screen providing a second level of protection to the shelter, wherein the pre-detonation screen is supported above the first layer by a plurality of rafters extending from the first layer and by a purlin supporting at least a plurality of the rafters, the purlin comprising a plurality of individual purlin components overlapping with and staggered with respect to one or more neighbouring purlin components and connected together by one of more connecting elements to form a continuous but staggered purlin.
The provision of a purlin supporting a plurality of the rafters provides important advantages in terms of the structural stability of the roof structure generally and the pre-detonation screen in particular. It also enables the entire roof structure to be pre-assembled before being lifted by crane onto the opposite outer supports. This enables construction of the roof structure at a remote location, perhaps away from incoming fire or from other hostile activity, or simply away from a place of exposure.
The connecting elements preferably have a plurality (usually two) of channels for receiving the purlin components. Generally, those channels will be adjacent one another. The connecting element is also preferably provided with a flange element for insertion into, or connection to, the rafter beam to secure the connecting element in place. Typically the rafter beam comprises a plurality of rafter beam components which are arranged end to end to form the rafter beam, with connecting elements inserted at the interstices between rafter beam components. When the connected element is mounted between two rafter beam components in this way, it preferably comprises a pair of opposed flanges for respective insertion into, or connection to, neighbouring rafter beam components. Staggering the components of the purlin with respect to each other has the important benefit in this case that it enables the connector elements to be made by extrusion since the width of the flange element for insertion into the rafter is substantially the same as the length of the each channel receiving the purlin components.
Thus, preferably the connecting elements comprise a plurality of channels for receiving the purlin components. Also preferably, the connecting elements comprise at least one flange for insertion into the rafter beam. Preferably the width of the flange and the length of the channel are substantially the same, enabling the connecting element to be manufactured by extrusion, particularly if the element is of metal or plastic construction. Aluminium is the preferred material.
According to a third aspect of the present invention, there is provided a protective shelter offering opposite outer supports and a roof structure extending between the supports, wherein the roof structure comprises a first layer covering a space between the outer supports and providing a first level of protection to the shelter, and a second layer in the form of a pre-detonation screen providing a second level of protection to the shelter, wherein the first layer is supported on at least one of the outer supports by an anchor beam comprising a first longitudinal beam element comprising a plurality of anchor beam components arranged end to end and a second neighbouring longitudinal beam element side by side with the first element and comprising a plurality of anchor beam components arranged end to end, joints between individual anchor beam components of the first longitudinal element being staggered with respect to joints between individual anchor beam elements of the second longitudinal element.
The provision of a plural longitudinal beam elements has been found to offer significantly greater structural stability to the roof structure generally and the pre-detonation screen in particular. Preferably the first longitudinal beam element is formed from a plurality of first (outer) anchor beam components, each component laying substantially flat on the outer supports but offering an inclined channel for receiving panel elements of a pre-detonation screen. Preferably the second longitudinal beam element is formed from a plurality of second (inner) anchor beam components, each component laying substantially flat on the outer supports and adjacent the components of the first beam element, but with the joints therebetween staggered with respect to each other. First and second longitudinal beam elements may be secured together by transverse beams forming the first layer of the roof structure.
Preferably the first layer of the roof structure comprises a plurality of tray members arranged to receive earth, sand or aggregate material defining an inner skin to provide a first level of protection in the roof structure, and the tray members are arranged to be supported by transverse beams, wherein the transverse beams are arranged to be supported at their respective ends by the opposite outer supports. The transverse beams may form a transverse beam bridge across the shelter such that the height of the shelter centrally, and away from the opposite supports is substantially the same as the height of said supports. Alternatively, the beams may be arranged to define a shallow arch across the shelter such that the internal height of the shelter centrally, and away from the opposite supports is greater than the height of said supports.
In order to assist the quick and reliable formation of such a bridge structure, the supporting transverse beams members advantageously comprise transverse beams of identical shape and configuration. Each transverse beam member may comprise a plurality of transverse beams joined together end-to-end by any suitable connecting means, such as one or more flitch plates for example. In the case of an arched bridge structure, the ends of each transverse beam member may be chamfered so as to connect end to end to form an arched section.
A greater plurality of beam members – for example three, four or five – may be provided end-on end, with suitable connecting members; although in this case it may be necessary for the shelter to be provided with one or more internal stanchions for supporting the roof beam assembly.
In a preferred embodiment, each transverse beam is provided by two transverse beam members joined end to end. Preferably, each transverse beam member is identical. Preferably, a vertical member of the transverse beams includes sections to accommodate flitch plates, for supportively connecting the transverse beams. Preferably still, the sections are controlled tolerance channels in the transverse beams. Advantageously, securing the transverse beams with the flitch plates in this manner creates a strong continuous transverse roof beam.
Preferably, each roof beam member is joined end-to-end with its paired roof beam member in a manner which provides a continuous straight-line or arched join.
The ends of the transverse beams are arranged to be supported by the outer supports, and may be advantageously be arranged to be connected to anchor beam components on the outer supports.
The anchor beam components advantageously serve to space the transverse beams along the length of the shelter and are arranged such that each transverse beam is effectively connected to, in a secure manner, adjacent anchor beam components. Advantageously, a the anchor beam components are arranged along the opposite outer supports to form an anchor beam comprising a first longitudinal beam element comprising a plurality of anchor beam components laid end to end, and a second neighbouring longitudinal beam element side by side with the first element and comprising a plurality of anchor beam components arranged end to end, the joints between individual anchor beam components of the first longitudinal element being staggered with respect to joints between individual anchor beam elements of the second longitudinal element. Preferably the transverse beams are connected to anchor beam components in both the first and the second longitudinal beam elements.
In any case, the anchor beam components, through their secure engagement to the transverse roof beams, provide for a rigid footing/support structure that extends along the length of the upper surface of the walls of the shelter and thereby combine to effectively define a lintel transverse beam extending along the length of the wall. Such rigid supporting structure provided by the anchor beam serves to define the aforementioned lintel transverse beam in a manner such that, should the outer wall suffer damage, or the integrity thereof be in any way compromised, the rigidity and stability of the overall roof structure can remain intact advantageously serving to retain the roof structure in place in spite of any such damage to the wall(s).
The structure of the invention can advantageously include a second laterally extending layer, spaced from the tray members and arranged so as to define a pre-detonation screen. The pre-detonation screen preferably comprises a plurality of individual panels arranged and supported over and spaced from the first layer, at least one of the individual panels comprising a first panel material presenting a substantially closed surface to an incoming projectile and at least one second panel material forming an edging strip to the first panel material and being of greater rigidity than the first panel material.
The pre-detonation screen is advantageously spaced from the initial layer formed by the tray members and the soil, sand, aggregate layer by a distance in the order of from about 0.5metres to about 2 metres, for example.
Preferably, the tray members comprise a series of inter connected identical tray members having mutually connectable engagement formations at opposite ends thereof.
Preferably each tray member comprises a plurality of tray sections. Each tray section may be separated from its neighbouring tray section by a stiffening flange to give extra structural robustness to the tray member.
As a further feature, the portions of the roof structure provided above the earth, sand or aggregate layer can advantageously be formed from the inter connected metal poles, for example such as scaffold poles.
Such poles are arranged to provide roof trusses and rafter poles, within the overall structure of the roof. As one example, the pre-detonation screen can comprise plywood panels having a thickness of 19mm.
As should be appreciated from the above, and from the description below, the invention is particularly advantageous insofar as the roof structure can be readily formed on gabion units which are arranged to form the opposite walls of the shelter.
The wall structures can be formed from structural blocks such as those that are the subject matter of European patent 0466726, European patent 1951963 or European patent application 06779610.2. Continuous wall structures, and other types of modular wall structure (concrete blocks for example) are also contemplated. Particularly preferred wall structures are of the type described in European patent 1951963, namely that at least one wall structure is formed from a gabion comprising opposed side walls comprising a plurality of side wall elements connected together at spaced intervals by a plurality of partition walls such that spaces between neighbouring pairs of partition walls define, together with the side walls, individual compartments of the gabion, adjacent side and partition walls being connected to one another by pivotal connections enabling the gabion to be folded between fully flattened and deployed configurations, wherein at least one of the pivotal connections is a releasable connection which when released allows a side wall element to open with respect to the gabion to allow access from the side of the gabion to any contents of the gabion compartments. Such gabions are openable to facilitate dismantling or repair.
In a particularly preferred arrangement for providing additional strength to the shelter, when the outer supports comprise gabion units, stanchions may be situated in one or more of the gabion units, providing additional support between the ground and the roof structure.
The overall protective shelter can then be quickly and reliably constructed as required, and in a manner responsive to the level of danger faced, and the level of protection required.
For example, once the gabions are in place to form the walls of the shelter, the roof structure can be readily, reliably formed, requiring a minimal number of personnel and, through use of the component parts described herein, in a structurally rigid and reliable manner so as to first provide a basic level of blast protection by way of the transverse beams and an interlaid series of connected trays, as described further herein, and the layer of earth, sand or other aggregate provided thereon.

Referring to Figures 1 to 5, there is shown a protective shelter 1 in accordance with the invention comprising opposite outer supports, of which adjacent outer supports 2 and 3 are visible in Figure 3. Roof structure 4 extends between the supports to provide a first layer covering the space between the outer supports. In the case of the illustrated embodiment the roof structure first layer is formed from a plurality of trays 5 supported on transverse beams 6 extending across the width of the shelter in a manner very much as described in our previous application PCT/GB2009/051431. In use of the shelter the trays will be filled with an aggregate material providing blast protection, but no such material is shown in the Figures.
The roof structure first layer provides a first level of protection to shelter, but a second level is provided by pre-detonation screen 7 which comprises a plurality of individual panels 8 arranged and supported over and spaced from the first layer and presenting a substantially closed surface to an incoming projectile. In the illustrated embodiment, panels 8 are made from plywood, which constitutes the first panel material. The panels are provided with edging elements 9, formed in this case from extruded aluminium and comprising opposed channels 10 and 11 into which the edges of neighbouring panels 9 are received as illustrated in Figures 3, 4 and 5.
Also shown in Figures 3, 4 and 5, but now also with reference to Figures 6 to 10 pre-detonation screen 7 is supported above the first layer of the roof structure by a plurality of rafters 12 extending from the first layer and by purlins 13, each purlin 13 comprising a plurality of individual purlin components 14 overlapping with and staggered with respect to each neighbouring purlin component, as is best shown in Figures 4 and 5, and connected together by connecting elements 15 to form a continuous but staggered purlins 13 supporting the pre-detonation screen.
As will be appreciated with reference to Figures 3 to 10 the connecting elements of this embodiment are arranged to be received within rafters 12 as illustrated, but many other suitable forms of connecting element may be envisaged.
Purlin components 14 are arranged with slots 16 to provide an interference fit with receiving channels 17 on the connecting elements but, again many other means may be envisaged to secure the purlin components into the connecting elements.
Referring now to Figures 3, 4 and 11 to 14, pre-detonation screen 7 is supported on the opposite outer supports with the aid of anchor beam 18, which is shown in construction in Figures 13 and 14. Anchor beam 18 comprises a first longitudinal beam element comprising a plurality of first (outer) anchor beam components 19 laid end to end and a second neighbouring longitudinal beam element side by side with the first element and comprising a plurality of second (inner) anchor beam components 20 arranged end to end, joints between individual anchor beam components of the first longitudinal element being staggered with respect to joints between individual anchor beam elements of the second longitudinal element.
CLAIMS
1. A protective shelter offering opposite outer supports and a roof structure extending between the supports, wherein the roof structure comprises a first layer covering a space between the outer supports and providing a first level of protection to the shelter and a second layer in the form of a pre-detonation screen providing a second level of protection to the shelter, wherein the pre-detonation screen comprises a plurality of individual panels arranged and supported over and spaced from the first layer, at least one of the individual panels comprising a first panel material presenting a substantially closed surface to an incoming projectile and at least one second panel material forming an edging strip to the first panel material and being of greater rigidity than the first panel material.
2. A protective shelter according to claim 1 wherein:
a. the second panel material is of greater shear strength than the first panel material; and/or
b. the second panel material is of greater tensile strength than the first panel material; and/or
c. the second panel material is less brittle than the first panel material; and/or
d. the second panel material is of greater smoothness than the first panel material.
3. A protective shelter according to claim 1 or claim 2 wherein the edging strip is formed by at least one pre-detonation screen edge element formed from the second panel material.
4. A protective shelter according to claim 3 wherein the pre-detonation screen edge element comprises a channel into which an edge of the panel is received.
5. A protective shelter according to claim 4 wherein the pre-detonation screen edge element comprises two opposed channels into which the edges of two neighbouring panels are received.
6. A protective shelter according to any one of claims 1 to 5 wherein the first layer is supported on at least one of the outer supports by an anchor beam comprising a first longitudinal beam element comprising a plurality of anchor beam components arranged end to end and a second neighbouring longitudinal beam element side by side with the first element and comprising a plurality of anchor beam components arranged end to end, joints between individual anchor beam components of the first longitudinal element being staggered with respect to joints between individual anchor beam elements of the second longitudinal element.
7. A protective shelter according to any one of claims 1 to 6 wherein the pre-detonation screen is supported above the first layer by a plurality of rafters extending from the first layer and by a purlin supporting at least a plurality of the rafters, the purlin comprising a plurality of individual purlin components overlapping with and staggered with respect to one or more neighbouring purlin components and connected together by one of more connecting elements to form a continuous but staggered purlin.
8. A protective shelter offering opposite outer supports and a roof structure extending between the supports, wherein the roof structure comprises a first layer covering a space between the outer supports and providing a first level of protection to the shelter, and a second layer in the form of a pre-detonation screen providing a second level of protection to the shelter, wherein the pre-detonation screen is supported above the first layer by a plurality of rafters extending from the first layer and by a purlin supporting at least a plurality of the rafters, the purlin comprising a plurality of individual purlin components overlapping with and staggered with respect to one or more neighbouring purlin components and connected together by one of more connecting elements to form a continuous but staggered purlin.
9. A protective shelter according to claim 8 wherein the first layer is supported on at least one of the outer supports by an anchor beam comprising a first longitudinal beam element comprising a plurality of anchor beam components arranged end to end and a second neighbouring longitudinal beam element side by side with the first element and comprising a plurality of anchor beam components arranged end to end, joints between individual anchor beam components of the first longitudinal element being staggered with respect to joints between individual anchor beam elements of the second longitudinal element.
10. A protective shelter according to any one of claims 7 to 9 wherein the connecting elements comprise a plurality of channels for receiving the purlin components.
11. A protective shelter according to claim 10 wherein the connecting elements comprise at least one flange for connection to the rafter beam.

ساتر ما قبل الانفجار بعيد على نحو مفيد من الطبقة الأساسية التي يشكلها أعضاء الطبق والتربة والرمل، والطبقة الكلية بمسافة حوالي 0,5 متر إلى 2 متر، على سبيل المثال.

Source text - English STATEMENT OF PRINCIPLES FOR ADDRESSING COUNTER-TERRORISM AT THE GENEVA II PEACE CONFERENCE
Preamble
In accordance with UN Security Council Resolutions 2042 (2012), 2043 (2012), 2059 (2012), 2118 (2013), and 2139 (2014), and in fulfillment of the Geneva Communiqué, the Syrian Opposition Delegation to the Geneva Conference confirms its commitment to the peace process and ending the violence in Syria. The chief objective of the Geneva Peace Conference is the full implementation of the Geneva Communiqué of 30th June 2012, beginning with the establishment of a Transitional Governing Body empowered to put an end to all forms of violence in Syria. As such, any agreement regarding terrorism in Syria must be addressed within the framework of the Transitional Governing Body (TGB).
Over the last three years, the Syrian Government has engaged in conduct intended to spread fear and terror throughout Syria’s civilian population by indiscriminately attacking Syrian civilians with chemical weapons, barrel bombs, and conventional weapons. The Syrian Government has laid siege to towns and set up blockades, cutting off civilian access to basic human necessities. These actions have resulted in widespread death, injury, displacement, and fear among Syrians.
The Syrian Government has also fostered terrorism in Syria by sponsoring and supporting designated terrorist organizations. It has done so in order to intimidate civilians and prevent the Syrian Opposition from gaining political and military advantages during the conflict. This has resulted in the presence of foreign forces, including Hizbollah, al-Qaeda, and the Iranian Revolutionary Guard, in Syria. The Syrian Government’s policies have also empowered the Islamic State of Iraq and Syria (ISIS), creating two battlefronts for Syrian revolutionary forces.
With impunity, the Syrian Government has committed terrorist acts and sponsored and supported terrorist activity despite Syria’s existing counter-terrorism framework. It is therefore impossible to implement an effective anti-terrorism policy until the Syrian government institutions that foster terrorism receive new policy direction from the TGB. To address terrorism in Syria, the TGB will: provide new policy guidance for state institutions that inflict suffering and terror on civilian populations; eliminate financing and material support for terrorist organizations; integrate state and non-state security forces which have protected citizens from acts of terror; ensure the withdrawal of foreign forces; and enact measures to prevent extremism and future terrorist acts.
As such, terrorism in Syria should be addressed under the following principles:
Essential Role of the TGB in Ending Terrorism
1. The first step towards ending terrorism in Syria is the establishment of a TGB. The TGB will create a neutral environment in which the sources of terrorism can be removed from Syria. The TGB is the only legitimate entity with the power to develop and implement the actions necessary to bring an end to terrorism. Pursuant to the Geneva Communiqué, the TGB will play the central role in ensuring a permanent cessation of all forms of violence, with the full cooperation of all parties to the conflict.
Definition of Terrorism
2. The TGB will be empowered to develop a legal definition of “terrorism” that encompasses all acts or threats of violence against illegitimate targets, such as civilians and public areas, with the intent to intimidate and terrify populations into submitting to a particular political ideology or agenda; as well as directing or ordering the commission of these acts, the provision of financing to groups committing these acts, and the provision of operational and other material support to groups committing these acts. Such a definition will encompass acts of both state and non-state actors, and shall not be abused to target political activists who have not committed terrorist acts.
Sources of Terrorism in Syria
3. The TGB will address all sources of terrorism in Syria including:
a. Actors operating under the direction of, in conjunction with, or on behalf of, the Syrian state;
b. State control over terrorist organizations; state support for or sponsorship of terrorist organizations; and state failure to disrupt the operations and activities of terrorist organizations;
c. Foreign forces, including those from Iran, Hizbollah, and ISIS.
d. Any non-state actors or groups committing terrorism as identified by the TGB.
Reform of State Security Forces
4. The TGB will provide new policy direction and guidance to state security forces, which have perpetrated acts of terrorism and fostered an environment in which terrorist organizations operate with impunity, under the following principles and guidelines:
a. The TGB will have authority over state security forces throughout the transition period.
b. State security forces will exist to protect Syrian citizens and uphold the rule of law.
c. State security forces will cease all attacks against citizens engaged in non-violent activities, prevent recurrence of abuses, and reestablish Syrians’ trust in security institutions.
d. As a general principle, members of the state security forces will maintain their jobs. They will be returned to their barracks and guaranteed training programs, including retraining to raise capacity.
e. State security forces that have designed or condoned the gravest human rights abuses will be reformed, and individuals belonging to these structures who have perpetrated such abuses will be held accountable for their actions.
f. The rehabilitation of certain state security forces may require restructuring, merger with other state security forces, or even abolishment in order to eliminate elements within the state security forces that have engaged in or supported terrorism.
g. The TGB will require members of the state security forces to abide by international human rights standards and treaties and conventions to which Syria is a party.
h. The state security forces will maintain political neutrality in the performance of their duties in order to ensure the protection of all Syrians under the rule of law.
i. All state security forces will be trained in technical, moral, ethic, and civic responsibility, including human rights and humanitarian law standards. This training will also standardize skills, procedures, and regulations.
Reform of Intelligence Services
5. The TGB will reform Syrian intelligence services, which have been used to maintain a totalitarian dictatorship, to combat terrorism and respect the rights of Syrians under the following principles and guidelines:
a. The TGB will have authority over the intelligence services throughout the transition period.
b. Intelligence services will exist to protect Syrian citizens’ security, in accordance with the civil and political rights of citizens, as well as internationally recognized human rights and fundamental freedoms.
c. The TGB will establish an Intelligence Review Committee to review the activities and methods of the intelligence services; ensure the protection of constitutional and other rights by the intelligence services; ensure the coordination and effectiveness of the intelligence services; and address complaints against the intelligence services. The TGB would ultimately seek to turn this responsibility over to a democratically elected legislature.
d. Intelligence services will be guided in the performance of their duties by the interests of Syria and the common welfare of its people, in a manner free from sectarian or ideological considerations, regard for social standing, or any other form of discrimination.
e. Intelligence services will be composed, at all levels of service, of citizens selected on the basis of professional criteria that are in conformity with international standards and on the basis of non-discrimination.
f. Information obtained by intelligence services will not be used to limit the exercise of the democratic rights of citizens or to favor any political party.
g. The intelligence services shall not be responsible for serving police functions.
Elimination of Financing and Material Support for Terrorist Organizations
6. The TGB will take the necessary steps to eliminate the provision of financial and other material support for terrorist organizations under the following principles and guidelines:
a. The TGB will cooperate with the regional and international community to eliminate the provision of financial and other material support for terrorist organizations.
b. The TGB will undertake a rigorous national assessment of the provision of financial and other material support to terrorist organizations and the risks posed by such assistance, following which it will identify and implement measures to cut off such support.
c. The TGB will review Syrian laws criminalizing the provision of financial and material support for terrorist organizations and adopt reforms where necessary.
d. The TGB will establish a monitoring commission to ensure the compliance of state and non-state institutions with Syrian laws and international standards designed to eliminate the provision of financial and other material support for terrorist organizations.
e. The TGB or its monitoring commission will develop a program to facilitate the exchange of information between the TGB and Syrian state and non-state institutions regarding actors seeking to provide financial or other material support to terrorist organizations.

مع الإفلات من العقاب، ارتكبت الحكومة السورية أعمال إرهابية وقامت بدعم وتعزيز الأنشطة الإرهابية على الرغم من وجود إطار عمل لمكافحة الإرهاب في سوريا. ولذلك فأنه من المستحيل تنفيذ سياسة فعالة ضد الإرهاب حتى تتلقى المنظمات الحكومية السورية التي تقوم بتعزيز الإرهاب اتجاه سياسي جديد من الحكومة الانتقالية. ستقوم الحكومة الانتقالية بما يلي للتصدي للإرهاب في سوريا: توفير توجيه سياسة جديدة لمؤسسات الدولة التي تلحق المعاناة والرعب بالسكان المدنيين؛ ووقف الدعم العسكري والمالي للمنظمات الإرهابية؛ و دمج قوات الأمن الحكومية وغير الحكومية التي تحمي المواطنين من أعمال الإرهاب، وضمان انسحاب القوات الأجنبية؛ واتخاذ التدابير لمنع التطرف والأعمال الإرهابية في المستقبل.

إصلاح قوات الأمن الحكومية
1. ستقوم الحكومة الانتقالية بتوفير توجيه وإرشاد سياسي جديد إلى قوات الأمن الحكومية، التي ارتكبت الأعمال الإرهابية وعززت البيئة التي تعمل فيها المنظمات الإرهابية مع الإفلات من العقاب، وفقًا للمبادئ والتوجيهات التالية:
أ. سيكون للحكومة الانتقاليةالسلطة على قوات الأمن الحكومية طوال الفترة الانتقالية.
ب. ستكون قوات الأمن الحكومية موجودة لحماية المدنيين السوريين والحفاظ على سلطة القانون.
ت. ستقوم قوات الأمن الحكومية بوقف جميع عمليات الهجوم على المدنيين المشاركين في الأنشطة غير العنيفة ومنع تكرار هذه التجاوزات وإعادة ثقة السوريين في المؤسسة الأمنية.
ث. كمبدأ عام، سيحتفظ أفراد قوات الأمن الحكومية بوظائفهم. وستتم إعادتهم إلى ثكناتهم وضمان برامج تدريب، تشتمل على تدريب لرفع قدراتهم.
ج. سيتم إصلاح قوات الأمن الحكومية التي صممت أو تغاضت عن أخطر الانتهاكات لحقوق الإنسان وسيتم مسائلة الأفراد الذين ينتمون لهذه الأجهزة وتورطوا في مثل هذه الانتهاكات عن أفعالهم.

د. ستحافظ قوات الأمن الحكومية على الحياد السياسي في أداء واجباتها لضمان حماية جميع السوريين وفقًا لسلطة القانون.
ذ. سيتم تدريب جميع قوات الأمن الحكومية على المسئولية التقنية والأخلاقية والمدنية، يما في ذلك معايير حقوق الإنسان والقانون الدولي. وسيقوم هذا التدريب بتوحيد المهارات والتدابير واللوائح.

1. ستقوم الحكومة الانتقالية بإصلاح جهاز الاستخبارات السوري والذي تم استخدامه للحفاظ على الديكتاتورية الشمولية وذلك من أجل مكافحة الإرهاب واحترام حقوق السوريين وفقًا للمبادئ والتوجيهات التالية:
أ. ستكون للحكومة الانتقالية سلطة على جهاز الاستخبارات طوال الفترة الانتقالية.
ب. سيكون جهاز الاستخبارات موجود لحماية المواطنين السوريين، وفقًا للحقوق المدنية والسياسية للمواطنين، فضلاً عن حقوق الإنسان والحريات الأساسية المعترف بها دوليًا.
ت. ستقوم الحكومة الانتقالية بإنشاء لجنة لمراقبة الاستخبارات لاستعراض أنشطة الخدمات الاستخباراتبة وأساليبها؛ وضمان حماية الحقوق الدستورية وغيرها من الحقوق بواسطة جهاز الاستخبارات؛ وضمان تناسق وفعالية جهاز الاستخبارات؛ ومخاطبة الشكاوى ضد جهاز الاستخبارات. وتسعى الحكومة الانتقالية في نهاية المطاف إلى تحويل هذه المسئولية إلى هيئة تشريعية منتخبة ديمقراطيًا.

1. ستقوم الحكومة الانتقالية باتخاذ الخطوات اللازمة للقضاء على توفير الدعم المالي وغيره من أنواع الدعم المادي للمنظمات الإرهابية وفقًا للمبادئ والتوجيهات التالية:
أ. ستقوم الحكومة الانتقالية بالتعاون مع المجتمع الإقليمي والدولي للقضاء على توفير الدعم المالي وغيره من أنواع الدعم المادي للمنظمات الإرهابية.
ب. ستقوم الحكومة الانتقالية بإجراء تقييم وطني صارم لتوفير الدعم المالي وغيره من أنواع الدعم المادي للمنظمات الإرهابية والمخاطر التي تشكلها مثل هذه المساعدات، وبعد ذلك ستقوم بتحديد وتنفيذ التدابير لوقف هذا الدعم.
ت. ستقوم الحكومة الانتقالية بمراجعة القوانين السورية التي تجرم توفير الدعم المالي والمادي للمنظمات الإرهابية وإجراء التعديلات عليها عند الضرورة.
ث. ستقوم الحكومة الانتقالية بإنشاء لجنة رصد لضمان التزام المؤسسات الحكومية وغير الحكومية بالقوانين السورية والمعايير الدولية التي تهدف إلى القضاء على توفير الدعم المالي وغيرها من أنواع الدعم المادي للمنظمات الإرهابية.
ج. ستقوم الحكومة الانتقالية أو لجنة الرصد بوضع برنامج لتسهيل تبادل المعلومات بين الحكومة الانتقالية والحكومة السورية والمؤسسات غير الحكومية بشأن الجهات التي تسعى إلى توفير الدعم المالي أو غيره من أنواع الدعم المادي للمنظمات الإرهابية.

The Forest Hills School District is committed to providing a safe and secure learning environment for our students, staff and guests. Over the years, in concert with local law enforcement and emergency medical officials, we have reviewed and made recommended enhancements to our safety and security practices and systems. This school year we continue this trend with the introduction and implementation of the A.L.I.C.E. Intruder Response Program.
A.L.I.C.E.stands for:
• Alert- danger announcement
• Lockdown- secure starting point from which to make safety decisions.
• Inform- provide real-time information to those in danger.
• Counter- use of simple, proactive techniques to counter aggressive actions if necessary.
• Evacuation- remove as many from the danger zone as quickly as possible.
Prior to the start of the school year, our administrative team was introduced to A.L.I.C.E. by certified instructors. Our staff at the high schools and middle school received A.L.I.C.E training during our district teacher in-service on Oct. 18th. Training for our elementary staff was held during the Nov. 5th teacher in-service. With our staff training now complete, we are ready to introduce the concepts of A.L.I.C.E. to our students.
Through the implementation of A.L.I.C.E., our staff and students will have a variety of options open to them beyond the traditional lockdown should they be presented with a school intruder. Some options might include securing and or barricading classroom doors in a variety of ways whereas in other circumstances it might be wiser for the teacher and the students to evacuate the building to predetermined locations.
Through this safety/security enhancement to our traditional lockdown procedures, Forest Hills is joining school districts across the nation that have already incorporated A.L.I.C.E. into their safety/security procedures. We will also include enhanced safety drills that incorporate elements of A.L.I.C.E. along with tornado, fire, shelter-in-place, and traditional lock-down drills. These drills will be conducted in collaboration with local law enforcement and fire safety officials. The purpose of all drills is to help ensure that staff and students are better prepared to respond in an emergency.
The introduction and training of the A.L.I.C.E. safety procedures to our students will be conducted by our teachers and administrators. This age appropriate training will begin prior to the winter break. Please watch for continued communications regarding A.L.I.C.E. training from your student’s principal. Our goal with the A.L.I.C.E. training and our other established procedures and safety measures is to assure, as much as possible, the continued safety and security of our students, staff and guests.
