XXX is a rapidly expanding network operator and have built credentials as an effective and innovative player supporting the growth of the Indonesian telecommunications sector. Since it was first awarded a national GSM cellular licence in yy, XXX has built a substantial installed base of xxx million mobile subscribers as at yy. XXX is now seeking to further diversify its operations, especially into areas such broadband access as well as the provision of business and corporate solutions.
The company is ideally suited to participate in the Fixed Network International Provider (‘FNIP’) license opportunity promoted by the Director General of Post and Telecommunications (‘DGPT’). As illustrated in Section 1 of this Submission Document, our customers already generate significant levels of international traffic, our cellular access and fibre backbone networks reach the vast majority of Indonesia’s population and we have the necessary financial and technical resources to support our ambitious proposals for an effective and competitive FNIP service offering.
In addition, it should also be noted that XXX is fully compliant with all of the mandatory requirements set out in Section 1.1 of the Administration Selection Document and is an eligible bidder on the basis that:
• We are an existing licensed operator who has not previously owned a license to provide International Direct Dial (‘IDD’) network connection;
• We are an existing licensed operator providing mobile cellular network services who is committed to building and developing international backbone infrastructure;
• We have proposed to build a new international backbone routing option to Malaysia as a clear alternative to current landing arrangements in Singapore; and
• We are unaffiliated with any of the existing IDD network connection providers currently operating in Indonesia.
In applying for an FNIP License, XXX hopes to be selected by the DGPT and looks forward to continuing our important and ongoing national role in the growth and development of Indonesia’s telecommunications sector. For the purposes of our Business Plan and Network Deployment Strategy for this opportunity, XXX has marshalled significant resources and called on our proven industry experience to provide a superior offer that will deliver world class international backbone infrastructure and innovative service capability to Indonesia. Our proposals for FNIP are fully costed, highly developed and will provide the DGPT with the necessary confidence that our business objectives - and the Government’s policy goals - will be met.

Dengan mengikuti proses seleksi JTSI ini, XXX berharap untuk dapat dipilih sebagai penyelenggara JTSI dan dapat melanjutkan peran kami sebagai penyelenggara jaringan berskala nasional dalam mengembangkan dan menumbuhkan sektor telekomunikasi Indonesia secara berkelanjutan.
Dalam pembuatan Rencana Usaha dan Strategi Pembangunan Jaringan untuk peluang usaha ini, XXX telah mempergunakan sumber daya secara maksimal serta memanfaatkan pengalaman yang telah terbukti di industri telekomunikasi Indonesia untuk memberikan penawaran produk dan jasa yang bermutu tinggi, dengan infrastruktur backbone internasional kelas dunia dan layanan yang inovatif pada seluruh masyarakat Indonesia.
