C’est donc sur la base des acquis de ces précédents projets, notamment des orientations données lors du forum final de MED-Env 2, en prenant en compte les besoins prioritaires des utilisateurs nationaux et internationaux, et en intégrant les nouvelles synergies possibles avec les autres domaines statistiques que le programme de travail élaboré pour le secteur a mis l’accent sur l’amélioration des statistiques de l’environnement à travers l’approche de la comptabilité intégrée économie-environnement. Par les recoupements et arbitrages qu’elle nécessite, cette approche permet en effet de mettre en exergue certaines faiblesses des statistiques. En couplant économie et environnement, elle a également l’avantage de mieux sensibiliser les décideurs, comme le public, aux sources des problèmes environnementaux et à leur traitement. C’est assez rapidement devenu le thème central de la phase MEDSTAT II et les PPM se sont accordés pour commencer par établir des comptes pilotes pour l’eau. Les ressources en eau sont, en effet, un problème environnemental prioritaire pour les pays partenaires. L’eau est aussi le thème de l’initiative prise par l’UE au sommet mondial sur le développement mondial de Johannesburg en 2002.

Due to the cross-checking and arbitrations it requires, this approach underlines certain statistical weaknesses. By coupling the economy with the environment, it has the further advantage of sensitizing the decision-makers, such as the public, to the sources of environmental problems and their treatments. It has quickly become the central theme of the MEDSTAT II phase, and the MPC have agreed to start by establishing pilot water accounts. Water resources are, after all, a priority environmental problem for the partner countries. Water is also the theme of the initiative undertaken by the EU at the world summit on global development at Johannesburg in 2002.

Source text - Portuguese Lacan responde aos que acham o conceito de significante obscuro “há sempre uma perda cada vez que a linguagem tenta, num discurso, dar conta de si mesma” e é nesse ponto que situa o sentido do que chama de relação do sujeito ao significante. Ele nomeia “ filosófico tudo o que tende a mascarar o caráter radical e a função originante dessa perda” (Lacan, 1964/65,19). Marca-se aí um ponto de virada onde Lacan sai do sistema significante e passa a questão da existência do significante como tal partindo do estabelecimento de um referente para tornar os quatro conceitos fundamentais da experiência analítica verdadeiros. Ele apresenta então uma nova teorização sobre a função da denotação para situar o que pode ser um referente para a psicanálise.
