This document has been prepared as an aid to delegates to summarize what multimodal transport is, what the role of UNCTAD is in this field, and what have been its achievements. It also makes some reference to coming challenges and what can possibly be done to face such challenges.
A. What is multimodal transport?
1. The concept of international multimodal transport covers the door-to-door movement of goods under the responsibility of a single transport operator. Although the concept might not be new, it developed with the container revolution initiated in the late 50's by Malcom McLean and his trucking operations.
2. The emergence of the container technology and of the multimodal transport concept came from and facilitated growing international trade. Trade and transport are inextricably linked: efficient transport services are a prerequisite to successful trading.
3. International transport generally implies the use of various transport links (interfaces and modes), each link corresponding to a transfer, storage or transport operation either in the country of origin, in a transit country, or in the country of final destination.
4. This situation has created a number of problems over the years, as more and more shippers are realizing that this new concept is involving the effective participation of various transport mode operators but does not always make clear who is responsible for delivering cargo at destination in safe conditions, according to agreed schedules.
5. Considering the variety of cultures, languages and commercial practices at both ends of a trade, and the resulting complexity of assembling such an international transport operation, it would appear reasonable to a trader to let one qualified operator organize and be responsible and accountable for the entire transport chain.
6. Beginning from the present unimodal transport conditions and legal environment, transport operators have developed transport systems to fulfil customers' requirements, offering competitive services and thereby making trade more efficient by offering multimodal transport services to their clients. Since the introduction of containerization and the later development of EDI, international trade has increasingly demanded efficient commercial transactions. To take advantage of the potential offered by the new technologies, the international trading community updated its uniform commercial practices regarding trading terms [1], letters of credit [2], and multimodal transport documents [3].

Este documento ha sido elaborado como guía para los delegados y describe que es el transporte multimodal, cuál es el rol de la UNCTAD en este campo, y cuáles han sido sus logros. También hace referencia a los próximos desafíos y a lo que posiblemente se puede hacer para afrontarlos.
A. ¿Qué es el transporte multimodal?
1. El concepto de transporte multimodal internacional abarca el traslado puerta a puerta de mercadería bajo la responsabilidad de un sólo operador de transporte. Aunque el concepto podría no ser nuevo, se desarrolló con la revolución de containers iniciada a fines de los años 50 por Malcom McLean y sus operaciones de transporte
2. La aparición de la tecnología de transporte y el concepto de transporte multimodal provenían y facilitaban el creciente comercio internacional. El comercio y el transporte se encuentran inextricablemente ligados: servicios de transporte eficientes constituyen un requisito previo para el éxito comercial.
3. Generalmente, el transporte internacional implica el uso de diversos vínculos de transporte (interfaces y modos), cada vínculo correspondiente a una transferencia, almacenamiento u operación de transporte ya sea en el país de origen, en el país de tránsito, o en un país de destino final.
4. Esta situación ha originado una serie de problemas a lo largo de los años, ya que más cargadores reconocen que este nuevo concepto implica la participación efectiva de operadores de diversos modos de transporte pero no siempre resulta claro quién es el responsable de entregar la carga a destino en condiciones seguras, de acuerdo al plan acordado.
5. Teniendo en cuenta la variedad de culturas, idiomas y prácticas comerciales en ambos extremos del comercio, y la resultante complejidad de montaje de este tipo de operación de transporte internacional, resultaría razonable para un comerciante permitir que un operador calificado organice y se responsabilice de toda la cadena de transporte.
6. A partir de las presentes condiciones del transporte unimodal y del ambiente legal, los operadores de transporte han desarrollado sistemas de transporte que satisfacen los requerimientos de sus clientes, ofreciendo servicios competitivos y mejorando el comercio ofreciendo servicios de transporte multimodal a sus clientes. Desde la introducción de contenedores y el posterior desarrollo del EDI – Intercambio Electrónico de Datos-, el comercio internacional ha exigido firmes transacciones comerciales eficientes. Con el fin de aprovechar el potencial ofrecido por las nuevas tecnologías, la comunidad de comercio internacional ha actualizado sus prácticas comerciales uniformes con respecto a términos comerciales [1], cartas de crédito[2], y documentos de transporte multimodal [3].
