Garbage Collection Enclosure
I don't believe that I have seen anything like this in the US even though I was involved in a couple of solid waste management training program and visited quite a few facilities. That's a direct translation may not exist and we will have to come up with a descriptive translation, such as "garbage collection enclosure."
That being said, I think Frank's "transfer station" is close enough since the garbage collection enclosures serve as a solid waste transfer station, too. My two cents.

There is no equivalent. The closest thing I can think of is "garbage dumpster" （垃圾箱）

Unlike a "pool" which is stationary, a dumpster can be hauled away, or a big truck can lift it up with mechanical arms and dump its contents into the truck.
